The aim of the procurement is to enter into a framework agreement for the Contracting Authority that shall cover Bærum municipality and Kalk Eiendom's (which is a wholly owned company by Bærum kommune) ́s need for the purchase and delivery of small electrical products, white goods and brown goods to the right quality, in a cost efficient and environmental and social responsible way. The contract also includes services such as assembly and disassembly of products after call-offs. The agreement is aimed at all service locations in Bærum municipality, which includes, among other things, municipal buildings and residences, schools, nurseries, residential and activity centres, nursing and old people ́s homes, office buildings, municipal rental housing, health centres as well as Kalk Eiendom ́s premises.

Hovedtrekk ved prosedyren:

The framework agreement includes i.a. the following products: Small electrical products such as coffee percolators, waffle iron, hand blenders, kettle, toasters, heaters, vacuum cleaners, grills and similar products. White goods such as fridges, freezers, combination cabinets, stoves, dishwashers, washing machines, dryers, microwave ovens and similar products. Brown goods such as TV, radio, loudspeakers, Logitech/gaming products, photographic equipment and similar products. The contract does not apply for the following products as the Contracting Authority has separate contracts for these products: Institutional household products with semi-professional and professional machines. PCs, tablets, mobile telephones, AV equipment, projectors etc. with accessories. Fully automatic coffee machines for office use. Construction and renovation projects that are carried out on behalf of the Contracting Authority where procurements are made by the turnkey contractor, call-offs are not normally made under this framework agreement. Based on consumption in recent years, the estimated combined annual call-offs are approx. NOK 4.5 million excluding VAT. The annual amount will depend on financial framework terms, political decisions and the market situation in general. The maximum total amount for the framework agreement is NOK 25 million excluding VAT. The contracting authority can give compensation free of charge for the contract when the maximum call-offs have been reached.

Other economic and financial requirements: Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Requirement 3 - Finances The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement. Documentation requirement: A complete credit assessment/report, not older than three months, from a publicly certified credit rating company, with score A (credit worthy) or an equivalent or better rating. The report shall be based on the last known accounting figures. The date must be clearly stated. Companies without a satisfactory credit rating, newly established companies with a credit rating of AN, some foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is fulfilled. In such cases, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. Such alternative documentation shall be included with the tender. If the tenderer has valid reasons for not submitting the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable. The contracting authority reserves the right to obtain updated credit assessments from a publicly certified credit rating company.

… quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements? Minimum qualification requirements Requirement 6 - Quality Management System A good and well-functioning quality management system is required for the requested services. The concept of a quality management system is that i.a. the tenderer has a awareness of quality objectives, planning, securing, handling of deviations, quality improvement and data security. Documentation requirement: An account of the tenderer ́s quality management system, or a copy of a quality management certificate in accordance with ISO 9001:2015 or an equivalent certificate.

… environmental management standards.: Is the tenderer able to submit certificates issued by independent bodies as documentation that the tenderer fulfils the stated environmental management systems or standards? Minimum qualification requirements Requirement 7 - Environmental management system Systems and procedures are required that ensure low environmental impact when performing the delivery. The environmental management system must i.a. ensure continual improvement of: • The organisation ́s competence in the environment and safety. • the performance's climate impact Or: Tenderers are required to be certified for environmental management, in the form of EMAS, ISO 14001 or Miljøfyrtårn. Documentation requirement: An account of the tenderer ́s environmental management system, or a copy of a certificate of environmental management system in accordance with ISO 14001:2015, Miljøfyrtårn (Eco-lighthouse programme), EMAS or equivalent certificate. Or: Documentation of certification for EMAS, ISO 14001 or The Eco-Lighthouse Programme. Other certificates issued by bodies in other EEA countries can also be submitted, provided that the tenderer can document that these are equivalent to EMAS or ISO 14001. The contracting authority will accept other documentation for equivalent environmental management measures if the tenderer is unable to obtain such certificates by the deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.

The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Requirement 5 - Experience Experience from equivalent/similar assignments is required. Equivalent/similar assignments means the sale and delivery of small electrical products, white goods and brown goods for public and private contracting authorities. Documentation requirement: List of the most important deliveries in the last three years, including information on: - real sales value per annum/the framework agreement excluding VAT. - date of the assignment/contract - the name of the recipient with contact information.

Technical personnel or technical units: Tenderers can use the following technical personnel or technical units , particularly those who are responsible for quality control: For technical personnel or technical units that do not directly belong to the tenderer ́s business, but if the capacity the tenderer will use, cf. part II, section C, separate ESPD forms shall be supplemented.
