Kvalitetskriterium (navn): In order to promote climate and environmental considerations in this procurement, it is considered most appropriate to set absolute minimum requirements for the procurement. These requirements are either fulfilled or not fulfilled. If they are not fulfilled, this will result in rejection of the tender offer.
The starting point is that the relevant market for the procurement will be mature to fulfil the requirements. The fact that tenderers will consistently fulfil the requirements suggests that they would score equally on the terms by setting them as award criteria, and it would, therefore, be difficult to distinguish them, as is the intention of setting up the award criteria just. Should there be, however, differences between the score on climate and environment, a tenderer who offers poorly on this criterion will still be able to win the contract as a result of a higher score on other criteria that together outweighs the low score on climate and the environment. This can mean that the climate and environmental achievement sought has not yet been achieved.
It is therefore considered that it will give a better climate and environmental effect by setting up the requirements in the requirement specifications, as, in the contracting authority ́s view, it will to a greater extent ensure the effect achievement in this way.
