The aim of the procurement is that the Norwegian Directorate of Health needs to monitor the purchase and use of technology in the health and welfare sector increasing and that investments from both public and private actors are increasing. This involves i.a. monitoring what is procured, how much customers and suppliers make investments, and how much friction there is in the cooperation between customers and suppliers in the area. This market monitoring is a part of the follow-up of the Meld. St. 9 (2023 – 2024) Notification to the Norwegian Parliament, National Health and Interaction Plan 2024-2027 - Our Joint Health Service. The Norwegian Directorate of Health, as the Contracting Authority, would like to establish a relationship contract, which states the Contracting Authority's and selected Tenderer's joint obligations in order to contribute to the best possible information basis in order to strengthen the commitment and investment will forward in order to improve the health industry. It is decisive that the tenderer familiarises himself with the intention behind the contracting authority ́s use of the framework agreement as a relationship contract and the obligations that this entails and refers in addition to the contracting authority ́s requirement specifications, to Annex 1 - Annex 1. The principle of relationship contract, is intended to be used as a contract form, where the desired objective is defined, but will be dynamically in cooperation with the Contracting Authority as to how the Tenderer shall deliver on the obligations that the procurement entails.
