Oslo kommune v/ Gravplassetaten

PURPOSE AND SCOPE Oslo kommune c/o Gravplassetaten will ensure safe handling of all waste from the graveyards in Oslo municipality in accordance with the laws and regulations, so that the Agency for Excavation maintains its Eco-Lighthouse certificate. The contract has an annual estimated value of NOK 4 million. Please note that the estimate is only a guideline and is without obligation for the Contracting Authority.

Economic and financial capacity: The tenderer shall have sufficient economic and financial capacity to be able to fulfil the contract. The financial strength will be assessed in relation to turnover, operating degree, solidity and liquidity.  Documentation requirements: The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from 2022, 2023 and 2024.   The contracting authority reserves the right to carry out a credit assessment.  The contracting authority will obtain revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. The Norwegian tenderers shall therefore not deliver revised annual accounts. If the accounts for 2024 have not been completed, the tenderer must enclose provisional accounts in the enquiry.

Environmental management system: Tenderers are required to have implemented environmental management measures that ensure that the tenderer is suitable to fulfil the contract ́s environmental provisions (see contract point 12). This means that the tenderer has methods for working actively and systematically to reduce negative environmental impact from activities connected to the execution of this contract. Documentation requirements: A description of the tenderer's environmental management system. If a tenderer is certified by a public certification body (EMAS, Miljøfyrtårn, ISO 14001, or other recognised environmental management system/standard), it is sufficient to enclose a copy of a valid certificate.

Quality assurance system: Tenderers shall have a documented quality management system. Documentation requirements: A description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, it is sufficient to enclose a copy of a valid certificate.

Due diligence assessments: Tenderers shall be suitable for fulfilment of contractual requirements for due diligence assessments for responsible businesses, see point 11 of the contract formula. This means that the Tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as prevent environmental degradation and corruption. Documentation requirements: A description of the tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and OECD ́s guidelines for multinational companies. The documentation shall include: * Formal policies/policies that cover an obligation to comply with the requirements of responsible businesses. * Formal policy/guidelines for accountability for sub-suppliers/the supplier chain, (Supplier Code of Conduct). [This shall only be delivered if sub-suppliers are used.] * Descriptions of the tenderer's processes and routines for how the company works with due diligence assessments. Description of how the tenderer will obtain and maintain an overview of the country of origin and production locations for the products that the tenderer offers.

Experience from relevant assignments: Tenderers shall have experience from relevant contracts. Relevant deliveries means: Experience with container hire and waste management of a similar nature and scope to this competition. Tenderers can also fulfil the qualification requirement by referring to three reference projects that include either waste handling or container hire and which in total have a similar extent to this competition. Documentation requirements: A description of the tenderer's three most relevant contracts in the last 5 years. Tenderers shall document fulfilment by filling in the attached template for reference descriptions. See Annex 4 Reference Projects. Each reference project shall not exceed more than 2 A4 pages (Calibri font size 12).
