Hovedtrekk ved prosedyren:
The procurement will be carried out in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974 parts I and part III. The contract will be awarded in accordance with the open tender contest procedure, cf. FOA § 13-1(1). Negotiations are not allowed in this competition. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is agreed that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that include deviations from the procurement documents, uncertainties etc., which must not be considered insignificant, cf. Regulations § 24-8(2) a. Tenderers are therefore strongly encouraged to follow the instructions given in this tender documentation with annexes and possibly ask questions about uncertainties via the contracting authority ́s KGV. Tenders shall be prepared in accordance with the guidelines given in this tender documentation with annexes, and submitted electronically by using the contracting authority ́s KGV.

Tenderers shall be certified by the Norwegian Labour Inspection Authority and registered in the Cleaning Register. Documentation requirement: Certification issued by the Norwegian Labour Inspection Authority. This also applies for entities that hire out persons who carry out cleaning services. The contracting authority will check the certification in the Cleaning Register.

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers shall have a rating of minimum B or equivalent. Documentation requirement: The credit evaluation/rating shall not be older than 3 months, based on the last known accounting figures. If a tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, it can be documented by presenting any other document that the Contracting Authority deems appropriate.

Tenderers shall have good experience from cleaning and plant service assignments of a similar nature and scope. Documentation requirement: A description of the tenderer's three most relevant assignments in the last three years, including the values of the contract, date of execution, as well as the name of the contracting authority and a brief description of the content of the assignment. Part I_Vedlegg 3_Referanseskjema shall be used. The contracting authority reserves the right to contact the contact persons who are listed.

Tenderers shall have a good and well-functioning quality assurance and management system for services that shall be provided. Documentation requirement: • Tenderers shall submit documentation of their quality assurance and management system. The following documentation will be accepted: • Certificate for the company's quality assurance/management system issued by independent bodies that confirm that the tenderer fulfils quality assurance standards in accordance with ISO 9001 or equivalent. •Or • A description that as a minimum covers the company ́s procedures/routines for: o A description/overview of the scope of the quality system o Processes/procedures that ensure quality of the delivery o Deviation and claims processing o Approval of sub-suppliers and securing products, processes and services provided by sub-suppliers. o Overview of the organisation including dedicated resources for handling the quality system. o Internal routines for notifying, investigating and reporting accidents, including statistics o Routines for follow-up, inspections, inspections and audits. o Internal communication and training o Regular revisions and improvements to the quality system
