Hovedtrekk ved prosedyren:
The objective and scope of the procurement Årstadhuset is a central sub-project in Helse Bergen ́s mental health care programme for the future and it shall be developed as a modern reception centre for acute drugs and psychiatry. The building originated from 1926 and has been reconstructed and extended in several phases. A total renovation shall now be carried out to ensure a safe, functional and sustainable building suitable for the current requirements.  The project aims at co-localising emergency functions within drugs and psychiatry in order to strengthen interaction and patient pathways. Developed in close cooperation with users and the professional environment, the systems are built on five guiding principles: flexibility, overview, sustainability, normality and security. The concept phase and preliminary project have already been carried out, and the detailed engineering design is now being continued with the intention of the start of construction in summer 2026 and completion in 2029. The project shall be carried out within the framework of Helse Bergen ́s environmental goals and requirements for functionality, safety and patient adapted treatment options.  Consultants (RIV, RIE, RIAut) shall have entered into the contract documents and models that will be relevant for the tenderers in the coming contracts cf. All engineering design services carried out by consultants shall fulfil the contract ́s requirement specifications cf. Part 2, Contract documentation Chapter C. For further information on the description of the assignment, see the tender documentation part 2 - contract documentation Chapter A-F Contract type the Contracting Authority shall enter into a contract with one tenderer. The contractual relationship between the parties will be regulated by NS 8401:2010 General contract terms for engineering design assignments. For special contract terms see Part 2 Annex B Contract Provisions.

The procurement will be held as an open tender contest in accordance with the Act from 17 June 2016 no. 73 on public procurements and the regulations 12 August 2016 no. 974 on public procurements parts I and III.
