The contracting authority does not have any specific requirements about the geographical location of the treatment premises, other than that they shall be centrally located in one or several towns in the admission area and close to a public transport offer. Contracts shall therefore be signed per admission area/health company and per treatment group (patients over and under 18 years of age). The 38 sub-contracts in Mercell are divided into 19 separate sub-competitions. The sub competitions will be held per health company. Espd and the qualification requirements will be answered in the main competition, where a tender letter and any commitment statement can be uploaded. Responses to the requirement specifications ("Requirements" in Mercell), price ("Products" in Mercell) and the tenderer ́s solution proposal must be answered per relevant sub-competition. Tenders can be submitted for one or more sub-competitions. Tenderers who submit tenders for both treatment groups (patients over and under 18 years of age) for each health company can, in addition, submit a parallel and prerequisite price discounted tender for the two sub-contracts as a whole, so that a discounted price is given for the case that the tenderer is awarded both contracts. The aim of the procurement is to enter into framework agreements as stand-by arrangements for outpatient specialist health services within mental health care for respite patients during and over 18 years. The framework agreements shall form the basis for the Contracting Authority - upon notification of breaches of deadline from the relevant health company - to communicate patients with another treatment offer. The contracting authority would therefore like robust and flexible suppliers who can quickly offer health care, in the area of break-in deadlines. In order to as much as possible offer a similar offer to what the patient should have had in the public specialist health service, the contracting authority has demanded that deadline break patients receive treatment within the geographical catchment area of the health trust in which the person lives (the admission area). The contracting authority does not have any specific requirements about the geographical location of the treatment premises, other than that they shall be centrally located in one or several towns in the admission area and close to a public transport offer. Contracts shall therefore be signed per admission area/health company and per treatment group (patients over and under 18 years of age). The 38 sub-contracts in Mercell are divided into 19 separate sub-competitions. The sub competitions will be held per health company. Espd and the qualification requirements will be answered in the main competition, where a tender letter and any commitment statement can be uploaded. Responses to the requirement specifications ("Requirements" in Mercell), price ("Products" in Mercell) and the tenderer ́s solution proposal must be answered per relevant sub-competition. Tenders can be submitted for one or more sub-competitions. Tenderers who submit tenders for both treatment groups (patients over and under 18 years of age) for each health company can, in addition, submit a parallel and prerequisite price discounted tender for the two sub-contracts as a whole, so that a discounted price is given for the case that the tenderer is awarded both contracts. 3.3.3 The tenderer ́s economic and financial capacity.: Demand: Tenderers shall have sufficient economic and financial capacity to fulfil the contractual obligations. Documentation requirement: • Tenderers shall enclose auditor approved accounts with notes in recent years. • Tenderers shall enclose a credit rating from a credit information company with licence to conduct this service. The credit report shall be based on the last known accounting figures, not older than three months from the tender deadline. If the credit rating does not provide a correct and updated picture of the Tenderer's economic and financial strength, the Tenderer shall provide updated information and documentation. The contracting authority will also, to the extent that the contracting authority finds a need, obtain information about the tenderer's economic and financial position through Proff (www.proff.no). 3.3.4 Experience: Tenderers (the company) shall, during the last three years, have sufficient experience with reporting and treatment of patients with the right to necessary health care within mental health care in public specialist health services, either outpatient treatment or 24 hour treatment in Norway. Private companies ́ provision of breach services included in this competition are seen as deliveries in public specialist health services. The same applies to the previously approved private entities in the free treatment choice scheme. Documentation requirement: A description shall be provided of the tenderer's most relevant assignments during the last three years. The description shall include a statement of the discipline for the assignment, scope, date of execution, name of the Health Trust and a gender neutral preferred with a telephone number and e-mail address. If the tenderer has been a certified supplier within the Free Treatment Choice scheme in the last three years, a copy of the certification shall also be attached. The contracting authority will emphasise the tenderer's organisation and the tenderer's core team with overall responsibility for managing and organising the assignment/contractual obligations. The core team for treatment group 1 shall as a minimum consist of: • 0.5 man-labour years psychologist specialising in child and youth psychology, • 0.5 man-labour years doctor specialising in child and youth psychiatry, • 0.25 man-labour years progress coordinators, • 0.25 man-labour years, child responsible personnel, • 0.5 manlabour years administrative resource (reporting manager, person responsible for finance and responsible for the breach portal). The core team for treatment group 2 shall as a minimum consist of: • 0.5 man-labour years psychologist specialising in adult psychology, • 0.5 man-labour years doctor specialising in adult psychiatry, • 0.25 man-labour years progress coordinators, • 0.25 man-labour years, child responsible personnel, • 0.5 manlabour years administrative resource (reporting manager, person responsible for finance and responsible for the breach portal). The qualification assessment will be carried out on the basis of the total number of sub-contracts a tender is submitted for.
