The project Renovation of Samfunnshuset, Gjemnes municipality comprises a complete preliminary project with budget estimates. There is also a municipal swimming pool in the community centre. The municipal swimming pool is included in the project. As a part of the project, the draft project/preliminary project shall be prepared with a budget estimate for the new pool. The municipality therefore plans to: - (1) renovate the current building - (2) altered dagnes swimming pool to the gym hall - (3) the preliminary project for the new swimming pool. Gjemnes municipality needs to procure services for preparing preliminary projects for this project, as well as calculations in accordance with the above mentioned decisions. NS 3453. The aim of the procurement is to cover the contracting authority ́s need for professional assistance in preparing the mentioned preliminary project. The preliminary project shall form the basis for political priorities and initiatives in the coming years. Tenderers shall use their expertise and competence to contribute to fulfilling the aim of the contract.

Before the contract is signed, the tenderer can appeal directly to the contracting authority with a call for a decision on rejection, cancellation of the competition, award of contract, etc. Tenderers will not be obliged to appeal first to the contracting authority, but can go directly to KOFA, the court or ESA. The contracting authority can reverse its award decision until a contract has been signed, if he believes that the decision is not in accordance with the procurement rules, cf. the Public Procurement Regulations § 10-1(3) and § 25-1(4). The contracting authority is free to alter other decisions made in a procurement process, if this does not breach the procurement rules.
