Parallel framework agreements for research and development.

The objective of the procurement is to enter into new parallel framework agreements for research and development. The requested services are divided into three types of assignments/sub-contracts and independent sub-competitions will be held for each type of assignment. See the tender documentation for further details on the content of the different sub-contracts. Tenderers can submit tenders for one or more of the assignment types/sub-contracts. Call-offs on the contract will be made via mini-competitions within each type of assignment. The contracts shall be binding for the Norwegian Labour and Welfare Administration. In individual cases it may be relevant that other entities in the Nav make call-offs on the contracts, with assistance from the R&D section. The contract for assignment type 1 shall have a duration of two years. The contracts for assignment types 2 and 3 will be signed at a later date than the contract for assignment type 1. The contracts shall, however, have the same end date, and the contracts for assignment types 2 and 3 will have a slightly shorter duration than the contract for assignment type 1.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Qualification requirements: Experience from similar deliveries is required. Documentation requirement: Description of the tenderer's 3 most important and most relevant reference projects carried out in the last four years. The reference projects must demonstrate that the tenderer has experience with relevant methods for the type of assignment and/or experience within relevant subject areas (e.g. work, welfare, health, education and education, how public welfare is organised, managed and delivered [particularly digital deliveries], and other research on public service provision, design and practice of rules). It is the tenderer ́s responsibility to document the project ́s relevance in regard to assignment type and/or subject area. The description shall include the title and a short description of the project (up to 600 words). The description shall also include the project length, value and contact information for the recipient/contracting authority. Annex 2 can be used in the description. 3 reference projects shall be documented per sub-contract that a tender is submitted for.
