The assignment comprises operational and maintenance assignments, with independent responsibility for some of the assignments, on county roads and county foot/cycle paths with accompanying side facilities, side areas, equipment and installations in Hamar, Strange and Løten municipalities, in accordance with the road list given in chapter D2-V. The work will be settled according to unit prices and carried out as calculation work. The contract period is from 2026-09-01 to 2032-08-31 for all the assignments that have been described. The Builder has the option to extend the contract for 12 months, from 2032-09-01 until 2033-08-31. The road network included in the assignment until 31.08.2028 consists of: 475 km road total road, of 440 km county road 35 km county foot/cycle path road network which is included in the assignment from 01.09.209.2028 consists of: 520 km of road total road, av472 km county road and 48 km county foot/cycle path Traffic on the road network varies from approx. ÅDT 500 to approx. ÅDT 14000. The assignment mainly comprises routine operational assignments and maintenance assignments on the road network. The assignment also includes inspections, inspections and registration, planning of the company, stand-by as well as winter operations and general traffic management, documentation, reporting to the builder, information to the public and handling other assignments necessary for the operation and maintenance of the road network.

Tax certificates – the Public Procurement Regulations § 7-2 Tenderers shall present a tax and VAT certificate issued by a competent body in the tenderer's home country or the country where the tenderer is established, demonstrating that the tenderer has fulfilled his tax, duty and social security obligations. Norwegian tenderers can order the certificate via the Tax Administration ́s websites, https://www.skatteetaten.no. The certificate shall not be older than 6 months from the tender deadline. The contracting authority asks all tenderers to be aware that if a tenderer is chosen, the tenderer shall submit an equivalent tax and VAT certificate that the tenderer has presented to any sub-contractors who will carry out work under the contract for more than NOK 500,000 excluding VAT, cf. the procurement regulations § 7-2.

The tenderer's economic and financial capacity Qualification requirement: Tenderers shall have good economic and financial capacity to fulfil the contract, and shall fulfil the following requirements: • The tenderer shall have an equity in percentage of at least 10% • Average annual turnover of minimum NOK 35 million for the last three approved fiscal years Documentation requirement: • The tables in chapter E2-4 shall be filled in. The contracting authority will check the stated amounts against publicly available information. • An overview of any events of significance for economic and financial capacity that has taken place after the end of the last revised annual accounts.

Relevant experience Qualification requirement: Tenderers shall have sufficient experience of a relevant nature and degree of difficulty from the following work: 1: The main disciplines for the assignment include: operation and maintenance of roads 2: The following sub-assignments of significant importance for the contract work: • winter operation • roadworks warning and traffic management The tenderer shall have experience from the work stated as major areas and sub-assignments. It is not sufficient for tenderers to only have experience from managing the sub-contractors ́ work. If the tenderer only has experience from managing sub-contractors, the tenderer must rely on other companies or key personnel who have the necessary experience from the work in question, see point. B2-4.1 and B2-5. Documentation requirement: A list of relevant contracts that the tenderer has carried out or executes during the last 5 years calculated from the tender deadline. The list shall include all information as requested in the form in chapter E2-5.1. Innlandet County reserves the right to verify information through the stated contact persons.

The builder's experiences Qualification requirement: Tenderers are required to refer to relevant contracts that they themselves have carried out in a satisfactory manner. Conditions that will be assessed are connected to i.a.: • documentation of the executed quality • fulfilment of contracts • compliance with provisions and procedures for HSE • compliance with provisions for wages and working conditions • compliance with deadlines • follow-up in the claims period • use of apprentices Inland county and other builders' experiences with the tenderer will be assessed. Documentation requirement: The qualification requirement is to be documented by certificates from experience projects stated in form E2-5.1. A minimum of two certificates shall be submitted. Form for certificates in annex 1 in chapter 1 of the tender documentation. E2-8 shall be used.
