Frøya municipality has chosen a framework agreement for up to 4 years (2 years with an option for 1+1 year) to ensure continuity and predictability in the work of technical engineering design services for roads, water and sewage. Since these types of projects often have a long planning and execution time, a longer contract period gives both the contracting authority and the supplier stability and an option for efficient use of resources. Four years is in line with recommendations and practices for framework agreements in the public sector, cf. the Public Procurement Regulations § 26-1 (2), where framework agreements should not normally exceed four years unless there are special reasons.

Tenderers who believe an error has occurred in the procurement process are encouraged to submit appeals to the contracting authority as soon as possible after knowledge of the relationship and at the latest by the expiry of the waiting period of 10 days after notification of the contract award, cf. the public procurement regulations § 25-3.
If the complaint does not present, the tenderer may choose to bring the case before the Appeals Board for Public Procurements (KOFA) or an ordinary court of law. Appeals to kofa initially apply a deadline for appeals of 6 months after the contract has been signed, cf. the regulations on the appeals board for public procurements § 6.
If a tenderer would like to petition for a temporary injunction (legal stoppage of the contract or execution), this must occur before the contract is signed - i.e. during the waiting period.
Any claims for compensation must be brought before the courts within the general obsolesce rules, which are normally three years from the time the complainer was given or ought to have gained knowledge of the relationship that justifies the requirement.
