This is a collaboration for the procurement of operation of shelters with individual contracts for each of the four municipalities. The review from 2016's work group had the following recommendation: It is recommended that one does not establish a municipally owned/run shelter in Lofoten. This is mainly justified by economic conditions. It is recommended that the municipalities individually or jointly undertake a tender contest with the aim of a proper and legal procurement of the service in the open market. General Requirements The delivery shall fulfil the municipalities ́ obligations in the Sheltered Centre Act §§ 1 and 2 by running a shelter offer that can be used by persons who are exposed to violence or threats of domestic violence and who need consultancy or a safe and temporary residential offer.

Hovedtrekk ved prosedyren:
The assignment: Shelter offers shall be procured with full-year 24 hour stand-by, 24 hour supervision and emergency overnight services. The tender shall be a comprehensive residential and welfare offer, where the individual user ́s need for safety and the necessary help of a practical and caring character is taken care of. Tenders shall be facilitated in relation to the needs of different target groups and at the same time appear as so differentiated that it can reach the entire target group. The company shall be a low-threshold offer and shall be able to offer temporary residential offers, care and support, without a refilling or hourly agreement. Tenderers are obliged to work in accordance with the municipality ́s at any given time current strategies within the area. The premises must be in accordance with the "Regulation on physical security" in the shelter offer. (C.f. the Shelter Act § 2, 6 paragraph)Security measures that shall be in place: a.Port telephone and surveillance camera at door. Secure doors with safety locks. Ensure that windows that can only be opened and locked withinfrad. Burglar alarms.Screened access to the shelter from the street plan and surrounding area. The following security measures shall be risk assessed: a.Expanded entrance area or sluice at the entrance to the shelter. Clear and screened access with light and movement sensors suitable for building type and location c. Clear, illuminated and sheltered outside area. Outdoor area facilitated for users should be designed so that unwanted intrusion is not possible.d.Vandalism retardant or burglarised secure security glass. The premises shall consist of residential units of varying sizes, both single room and family flat(s). All rooms shall have access to bathrooms and toilets, living rooms/living rooms, kitchen and children's/youth rooms. The shelter shall have satisfactory premises close to the municipalities in Lofoten. It shall be close to schools, nurseries and public means of communication. The premises shall be universally designed. Both inside and outside areas shall be adapted for children ́ needs for activities. The current tenders are operated by Krisesenter Vesterålen, which is located in Vesterålen. The tender shall include residential offers and day offers for men. It shall be facilitated to look after men with children. Residential offers for men and women shall be separated. Tenderers shall have a minimum of 3 years experience with the operation of these types of assignments.
