The tenderer ́s economic and financial capacity [Ref. point 4.3 in the Instructions]: REQUIREMENT: The tenderer shall have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. DOCUMENTATION REQUIREMENT: • A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service. • The economy is assessed on an overall assessment based on the following parameters: profit ratio (preferably over 5%), degree of liquidity (preferably over 1), solidity - (preferably over 20%) and debt ratio (preferably under 5). • If the tenderer is outside the recommended limit in the parameters stated in point above, please provide an account of how they shall have sufficient finances to fulfil the contractual obligations. • If a tenderer relies on a parent company or others, equivalent number sizes as well as a commitment statement shall be submitted. If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate. It is the contracting authority who assesses what can be seen as a justifiable reason. If a tenderer would like to present other documentation, a description of the justifiable reason and description of the proposed documentation shall be sent to the contracting authority as a message in the Mercell portal before the deadline for asking questions in the competition.
