NRK AS would like, via this notice, to collect tenders for framework agreements for passenger transport by scheduled flights. The framework agreements shall cover NRK ́s need for flights domestic and abroad and shall at the same time ensure quality, service and cost efficiency when purchasing the service. Furthermore, the framework agreements shall ensure that the prices and terms that are achieved are in accordance with the users ́needs and expectations. NRK ́s employees shall mainly book flights on these framework agreements through the systems of NRK's travel agency (currently Berg-Hansen). A comprehensive description of the delivery is in the tender documentation.

NRK will enter into a minimum of 1 exclusive and maximum 3 parallel framework agreements within the following two categories: Category 1: Domestic passenger traffic in Norway Category 2: Passenger traffic by air between Norway and abroad and abroadA tenderer can include flights operated by cooperating companies as part of their tender (commitment statement shall then be signed). Based on current budgets and plans, the total value of framework agreements under NRK 2024-192 is expected to be NOK 80 million (an annual average of NOK 20 million). The total estimated maximum value of the agreements will be NOK 120 million (an annual average of NOK 30 million). The figures are exclusive of taxes and duties as well as VAT. The use may vary during the contract period. The above figures are estimates, but contain some degree of uncertainty.

The tenderer ́s economic and financial capacity [Ref. point 4.3 in the Instructions]: REQUIREMENT: The tenderer shall have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. DOCUMENTATION REQUIREMENT: • A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service. • The economy is assessed on an overall assessment based on the following parameters: profit ratio (preferably over 5%), degree of liquidity (preferably over 1), solidity - (preferably over 20%) and debt ratio (preferably under 5). • If the tenderer is outside the recommended limit in the parameters stated in point above, please provide an account of how they shall have sufficient finances to fulfil the contractual obligations. • If a tenderer relies on a parent company or others, equivalent number sizes as well as a commitment statement shall be submitted. If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate. It is the contracting authority who assesses what can be seen as a justifiable reason. If a tenderer would like to present other documentation, a description of the justifiable reason and description of the proposed documentation shall be sent to the contracting authority as a message in the Mercell portal before the deadline for asking questions in the competition. Tax Certificate [Ref. point 4.1 in the Instructions]: REQUIREMENT: Norwegian tenderers must have their tax, employer contributions and VAT payments in order. DOCUMENTATION REQUIREMENT: The certificate must not be older than 6 months calculated from the deadline for submitting the application. Any arrears must be justified. DOCUMENTATION REQUIREMENT: The following documentation shall confirm fulfilment of the qualification requirement: • Well-established and complete provider of flight services with scheduled flights for the relevant geographical area the tender is submitted • Tenderers shall have a quality assurance system • Tenderers shall have an organisation with a total capacity in all areas to serve NRK in a satisfactory manner throughout the contract period. • Tenderers shall have a strategy for the further development of their services. References [Ref. point 4.5 in instructions]: REQUIREMENT: Tenderers shall have experience from comparable contracts. DOCUMENTATION REQUIREMENT: Description of the tenderer ́s up to 3 most relevant assignments in the course of the last 3 years. The description must include a statement of the assignment ́s value, date and recipient (name, telephone number and e-mail address). It is the tenderer ́s responsibility to document relevance through the description. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider.
