The competition is being held as an open tender contest, but with a shortened deadline of 15 days, cf. the utilities regulations § 16-2 (3) because it is urgent to have the procurement in place. The reason that it is urgent for the procurement to be in place is because a prior negotiated competition announced by Haugaland Kraft AS on behalf of Fagne AS did not end with the award of this contract (this contract was part contract 2 in the previous competition), and that the new contract must start up 01.01.2026.
