Halden kommune

Halden municipality shall enter into a new framework agreement for laundry services. The aim of the procurement is to cover the need for hire and laundry of work wear and linen in the health sector. The procurement shall ensure all relevant units in the municipality access to laundry services of the correct quality, price and delivery time in the contract period. This includes: Washing, drying, folding and finishing work clothes and linens. Transport of clean and dirty textiles to and from stated locations. Handling textiles with special requirements for hygiene and disinfection. The framework agreement has an estimated value of NOK 26.5 million over a period of 4 years (3+1) and a maximum value of NOK 30 million including options.

… quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements? Minimum qualification requirements Tenderers shall have a good and well functioning quality assurance system. Documentation requirement • Documentation of certification in accordance with ISO 9001 or equivalent certification schemes. • Alternatively a statement regarding the tenderer's quality assurance system/quality management system, max. one A4 page.

… environmental management standards.: Is the tenderer able to submit certificates issued by independent bodies as documentation that the tenderer fulfils the stated environmental management systems or standards? Minimum qualification requirements It is a requirement that tenderers for Halden municipality as a minimum have a simple internal environmental management system, possibly environmentally certified equivalent to Miljøfyrtårn, ISO 14001 or EMAS, or shall have this in place within a reasonable time after the contract has been signed. For small and recently established companies that do not have an environmental management system in place, a plan must be sketched and enclosed for how and when this will be implemented. Documentation requirement: • Documentation of certification in accordance with ISO 14001, EMAS or equivalent 3 part verified system, (valid certificate shall be enclosed), or documentation that the company is certified within the duration of the agreement period. • Alternatively a description of a plan for how and when an environmental management system shall be in place.
