The framework agreement period is 6 years due to special conditions, cf. the Public Procurement Regulations § 26-1(4). The justification for a framework agreement period beyond four years is connected to particular conditions in relation to i.a. the users ́needs (training), safe patient treatment and investment costs for the tenderers.
A change of supplier for invasive pressure sets can lead to increased costs, as well as being a time and resource demanding process for the health authorities. Professionals who shall use the system must provide training before the contract starts, as the change of system can lead to start-up challenges ("learning curve").
The process requires active involvement from the stores in the companies, as any replacement of the pressure set requires a clear time for execution. The stores must prepare a plan for when the existing sets and accessories shall be phased out and when new sets shall be used in the departments.
A shift also involves a significant investment cost for the suppliers as they will have to provide monitor cables/transduces for all departments that shall use an invasive pressure set. The estimated need is 408 cables and 218 transducer holders, which is expected to be an investment cost of between NOK 1-1.5 million excluding VAT. This value is expected to be a lot higher.
