Comment on the contract ́s length: Bergen municipality has previously entered into framework agreements for leasing vehicles and vehicle administration for a maximum of four years. It turns out that a supplier change causes a number of disadvantages for the contracting authority: For example, the contracting authority must administer two contracts because previously delivered vehicles are in the contract portfolio of the former supplier, while new cars are ordered by a new supplier. In order to avoid administering vehicles by up to three suppliers at the same time, the contract length is set to 4+1+1 years. This also limits the transaction costs connected to supplier exchange and contract follow-up.
