In the rental agreement of locomotives, a better climate and environmental effect will be ensured by setting an absolute requirement that electric locomotives must be used, rather than through the use of award criteria. The exemption provision in the procurement regulations § 7-9 fourth paragraph first sentence will therefore apply. See more details in the tender document.
