Kvalitetskriterium (navn): This procurement is in accordance with the rules in the Public Procurement Regulations (FOA) part III. The main rule from 01.01.2024 is that climate/environment shall be used as one of the three highest prioritised award criteria, or weighted with a minimum of 30%. However, it is stated in the Public Procurement Regulations §7-9(4) that the contracting authority can replace climate and environmental considerations in the award criteria with climate and environmental requirements in the requirement specifications, if it is clear that this provides a better climate and environmental effect. The contracting authority considers that this exception applies to this procurement, which is justified below. The production, distribution and sale of fuel/fuel is strictly regulated in the law/regulations. This makes an award criteria inappropriate, as it is reasonable to assume that this is done very equally among all tenderers. We have therefore made a number of requirements in the specifications, connected to different parts of the delivery, which we believe provide a better climate and environmental effect than using an award criteria. These requirements ensure achieving a certain level, which will not be guaranteed through criteria. The contracting authority has i.a. set requirements for the following: • Environmental management system •Euro 6/VI vehicles •Idling •Eco-driving In addition to the minimum requirements, availability is emphasised with 20% for sub-contracts 1-3 in this procurement. Good accessibility and a short distance to filling points will have a lot to say for the environment in the form of minor emissions of CO2.
