Tildelingskriterier
Kvalitetskriterium (navn): DFØ refers, in its guidelines, to rules on climate and environmental considerations in public procurements, chapters 11.2, for investigations by the EU's Joint Research Center (JRC), which points out that the extraction of raw material and the production of components used in laptops makes up about 85% of the combined climate footprint, in its life cycle. The contracting authority considers that the contracting authority has little or no way of influencing the extraction processes for raw material and production, as these are factors that are beyond the scope of the procurement. The contracting authority shall enter into a contract with a supplier who is the distributor of PCs and many of the tenderers in the competition will offer products from the same manufacturers. In most cases the extraction and production processes will constitute business secrets that the Contracting Authority cannot access. Without the necessary insight, it will not be possible to set sensible, measurable requirements that can ensure a positive environmental effect, as well as to be able to evaluate such criteria. The contracting authority has assessed that the effect of weighting the environment as the award criteria will be less than the effect of setting requirements in the requirement specifications that safeguard the environment. By setting requirements in the requirement specification that ensures a long lifetime of the PCs, 3 years guarantee, repairs and replacement of replaceable parts, the contracting authority will ensure a assortment that has high climate and environmental effect compared to the effect it would have had on the environment as the award criteria. In this procurement the Contracting Authority has set several environmental requirements, i.a. connected to the quality and lifetime of PCs and batteries. Furthermore, it is a requirement that the chosen tenderer shall dispose of IT equipment, which ensures that equipment that is assessed scrapped at the contracting authority will be ensured a further life through resale and further use and lifetime after the lifetime of the contracting authority. This will help reduce the need for production of new PCs and thus reduce the total climate footprint of the procured PCs in this procurement, but also the need for production with new PCs. This is done by others outside the organisation getting access to good equipment that is nicely used and therefore does not need to buy new equipment. Requirements in the requirement specification that particularly support environmental considerations are: - 8.2.9 SPARE PARTS - 8.2.9 USER SUPPORT ROLE - 9.1 DISPOSAL - 9.2 ENVIRONMENTAL REGULATIONS, PACKAGING AND CERTIFICATIONS - 9.3 TRANSPORT The contracting authority ́s assessment is that purchasing PCs of good quality, which can last a long time, and repaired rather than replaced, will have a greater environmental gain than weighting the environment 30% in the award criteria. Based on this, the contracting authority has assessed that the procurement of PCs in this procurement, through requirements in the requirement specification, will be ensured a better environmental and climate effect than if one had used the environment as the award criteria. The exclusionary provision in the public procurement regulations § 7-9 fourth paragraph of the first period will therefore be used in this procurement.
