The objective of the framework agreement is to enter into a partner who shall provide and offer services connected to the contracting authority ́s need for: • Procurement of software licences and cloud services (including SaaS, PaaS and IaaS) • Data platforms and analysis systems • Maintenance and management of licences and cloud subscriptions • Licence and cost consulting FTF would like the tenderer to be able to offer consultancy services connected to the products in the contract, including technical consulting, best practice, migration and implementation support. FTF is free to use such services through this contract or through other contracts. The contract shall ensure that the FTF has the most suitable and economically favourable contracts, regardless of the price model. Tenderers must have broad competence within modern cloud platforms and data platforms, as well as access to a broad product range from leading suppliers.

Hovedtrekk ved prosedyren:
The procurement will be carried out as an open tender contest in accordance with the Public Procurement Act from 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974 parts I and part III. This procedure gives all interested tenderers the possibility to submit tender offers. After a tender has been submitted, it is not allowed to change the tenders or attempt to change the tenders through negotiations, cf. the ban on negotiations in PPR § 23-6. Price or other assumptions affecting the tender relationship are not allowed.

The contract will be for 2 years, with an option to extend the contract for 2+2 years, maximum 6 years. The FTF would like an option for a relatively long contract, as the existing contracts have varying contract periods, and data platform modernisation experience requires a longer time perspective for implementation, competence building and profit realisation.
