The procurement is for a framework agreement with one tenderer for laundry services, including hire and laundry of uniforms and flat textiles for health and care institutions, the home service, as well as washing resident clothing. The contracting authority has restricted the competition to organisations or programmes that mainly aim to integrate disabled or disadvantaged persons in working life, cf. the Public Procurement Regulations § 16-9.

Øygarden municipality shall enter into a framework agreement for laundry services that cover the entire municipality. The service includes hire and laundry of uniforms and flat textiles for health and welfare institutions, the home care service, as well as washing resident clothing. The municipality has several nursing homes/welfare centres, emergency doctor surgeries, local medical centres, respite care institutions and some other minor institutions that require the mentioned services. The main volume of the services comes from the nursing homes/welfare centres and the local medical centre. See Annex 3A for further overview of the locations.

Other economic and financial requirements: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Documentation requirement: Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service. Quality management requirements: The assignment requires that the tenderer has systems for quality assurance. Documentation: Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement. If the tenderer holds an ISO 9001:2015 certificate, or a newer version, such a certificate will be accepted as documentation of compliance with the qualification requirement. Environmental management system requirements: The tenderer shall have an environmental management system, which safeguards methods for working actively and systematically to reduce negative environmental impact from activities connected to the execution of this contract. Refer to the EU Scheme for Environmental Management and Environmental Audit (EMAS), other recognised environmental management systems in regulation (EF) no. 1221/2009 article 45, or equivalent, and other environmental management standards based on relevant European or international standards from accredited bodies such as ISO 14001 or equivalent.
