There are particular conditions that justify that the duration of the framework agreement is set to 6 years, deviate from the main rule of four years. These conditions are primarily related to significant investment costs connected with the establishment and implementation of the contract, as well as the user ́s need for stability and predictability over time.
A national framework agreement of this size and complexity involves comprehensive use of resources, both economically and administratively, for suppliers and users. It is therefore necessary to have a sufficient contract period to ensure effective incorporation phase and full implementation in the organisation.
Furthermore, it is not unrealistic that it will take time for the tenderer to be well established and the framework agreement functioning optimally. A longer contract period helps reduce the risk of increased costs and operational disruptions as a result of frequent tender rounds and supplier replacements.
