This procurement will be carried out by Procurements in Akershus, Buskerud and Østfold Municipal Task Fellowship (Anska). Anska invites tenderers to a competition for the delivery of dental equipment and the accompanying service agreements. The framework agreement shall cover the contracting authority ́s need for dental equipment, including i.a. units, chairs, autoclaves, DAC, x-ray apparatuses etc., as well as the accompanying services such as service operation and maintenance of offered dental equipment for the public dental health service in the counties of Akershus, Buskerud and Østfold, including the Dental Health Service ́s competence centre (TKØ). The estimated annual amount of the framework agreement is NOK 20 million, excluding VAT. The agreement has an upper limit of up to NOK 120 million excluding VAT over the lifetime of the agreement. The framework agreement period is two (2) years with option for two (2) years prolongation of the contract. To be taken up as one (1) + one (1) year. The dental equipment in Akershus, Buskerud and Østfold is currently from different manufacturers- depots and the units are mainly from Planmeca, Heka/KaVo, Sirona and Anthos. These depots shall continue, but in the long term they shall be replaced on natural departures, barracks, new buildings and alterations to dental clinics and general replacement of dental equipment. The majority of the dental clinics in the three counties and TKØ are mostly dental depots, but we also have several dental clinics with mixed dental depots. The dental clinic shall be free to choose the dental depot that is most compatible with the existing depot for its activities in the future. This is to limit a further mix of depots, which has proven to create challenges for the dental clinics with a view to training, courses, wrong use of equipment, alteration costs, overlapping service agreements and a lack of follow-up on the IT side to name a few. By controlling the procurement in the direction of dental depots, it will contribute to safeguarding and increasing patient safety and increasing the use of resources more efficiently. Otherwise, the contracting authority will create disproportionately large technical difficulties for the procurement, operation and maintenance of dental equipment. The contracting authority expects to procure a total of approx. 20- 25 new complete dental units per annum, as well as various equipment, accessories and service divided between four dental depots. The volume indication, estimates and contract value are only a guideline for all four depots and does not obligate the contracting authority. The framework agreement for dental equipment and the accompanying service, operation and maintenance agreements shall be signed with 4 dental depots who can deliver units, chairs etc. in accordance with the annex to Annex 2 - the Contracting Authority ́s requirement specifications and the attached price form depot 1-4.
