The Geological Survey of Norway (NGU) has carried out extensive geophysical helicopter measurements over a decade and has carried out more than 4,000 flying hours in total. This work is part of the government's commitment to mapping mineral resources, general rock-mapping and natural radioactivity in the ground. The contracting authority shall establish a framework agreement for the hire of helicopters in order to conduct geophysical measurements in Norway. The scope of the helicopter need is estimated to be approx. 1,200 flying hours over a 4 year period. The estimated value is not binding for the contracting authority. The value of the contract in the last 4 years has been approx. A total of NOK 20 million excluding VAT. VAT over a 4 year period. The extent can vary from year to year, depending on budget and activity level. The maximum value of the framework agreement is NOK 40 million excluding VAT. The tenderer's economic and financial capacity: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must, as a minimum, have credit rating A, credit worthy without a requirement for security. Tenderers must have positive equity. Documentation: • Credit evaluation/rating, not older than 3 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. • The contracting authority reserves the right to obtain further credit ratings or other financial information that, but not limited to, annual accounts including notes, the board's annual reports and auditor's reports. • If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate.

Tenderers shall refer to experience from previous assignments, which include transport of personnel as well as transport of equipment internally in helicopters and dependent/under-assembled equipment. Documentation: A list of the three most important deliveries in the last 5 years, including information on the - value, date, name of the public or private recipient - description of the tenderer's role and responsibility - description of the contract's relevance for this procurement. Documentation: Tenderers must document certification from the Civil Aviation Authority or certification from an equivalent inspection authority in an EU/EEA country. Valid documentation can be an Air Operator Certificate (AOC) or equivalent certifications/licences. If a tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, he can document his certifications/competence by presenting any other document that the contracting authority deems appropriate.
