Framework agreement for plumbing services

Løten kommune

The contracting authority would like to procure a framework agreement with tenderers who shall cover the contracting authority ́s need for ban on water meters at the municipality's inhabitants, as well as ongoing maintenance and operation of the municipality ́s properties within plumbing services. The delivery place is for all of Løten municipality and Løten church. Other services that naturally come under the discipline included in the framework agreement can be provided if there is a need in the contract period. Materials needed for the various operations will be included for the work on the contracting authority ́s properties. Although the procurement comprises some material, emphasis is put on the fact that this contract does not give any exclusiveness on the delivery of such material, and that the Contracting Authority is otherwise not obliged to procure materials from the service provider. See part II Annex 1 the Contracting Authority Requirement Specifications for further information on the contents of the procurement.

Hovedtrekk ved prosedyren:

The procurement will be made in accordance with the Act from 17 June 2016 no. 73 on public procurements (LOA) and regulations 12 August 2016 no. 974 on public procurements (FOA) parts I and III. The competition will be implemented as an open tender contest, cf. the Public Procurement Regulations § 13-1 (1). Negotiations are not allowed in this competition. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is agreed that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8 (1) letter b.The contracting authority can reject tenders that include deviations from the procurement documents, uncertainties or similar that must not be considered insignificant, cf. The regulations § 24-8 (2) letter a.The tenderer is strongly encouraged to follow the instructions given in the procurement documents and to possibly ask questions about uncertainties to a gender neutral preferred via Mercell.

Delivery capacity and implementation ability: Requirement: Tenderers must have sufficient capacity and implementation ability to fulfil the contract.
