It is considered that fire extinguishing equipment can be reused as long as it complies with Norwegian standards with correct maintenance. Furthermore, the market is considered mature to set requirements for emission free transport. Experience points out that it is established to be able to carry out the transport with, among other things, electric cars. This means that there is clearly a higher share that will use environmentally friendly transport through requirements than if it should have been competed through the award criteria, as what can be competed on is something that market surveys already show the suppliers have invested in.
The requirements set in the requirement specification reduce the most significant climate and environmental impact and are in the upper layer of what the market can deliver. If the requirements for transport and systems are altered to award criteria, it is likely that systems with greater climate and environmental impact will be used. Consideration is made that it gives a clearly better climate and environmental effect to include requirements in the requirement specifications than the award criteria. (Criteria are in their character relative, while the requirements are absolute. Thus, setting requirements will be the only way to ensure that a given climate and environmental consideration is achieved, provided that the market can deliver.) This is to be carried out by presenting a referral from the requirement specifications to the relevant provisions in the contract. We find on the above mentioned basis that it clearly gives a better environmental effect to set environmental requirements in the requirement specifications, than to use the environment as an award criterion.
