The Consumer Council is government financed, but freed politically from the general ministry (Ministry of Children and Family Affairs) with special powers, its own board and own articles of association. We shall be a visible and independent political actor who safeguards consumer rights and perspectives and strengthens you with the opportunity to exercise consumer power. In the strategy for the period 2021-2025, the transition to a sustainable society, digital development and economic vulnerability is particularly prioritised. Our policy is guidance for consumers and influences authorities, businesses and communities. The Consumer Council of Norway has approx. 85 employees divided between three departments.

Hovedtrekk ved prosedyren:
The aim of the procurement is to establish parallel framework agreements with three tenderers. The framework agreements shall include access to consultants within a broad field of competence. The tenderers shall cover the need in ongoing and future development assignments. The aim is that these framework agreements shall cover most of the need for ICT consultants in the coming years. The contracts are, however, not exclusive and do not involve any purchasing obligation. The Consumer Council of Norway also has some other contracts that cover associated specific needs.   The Consumer Council owns, operates and further develops the following services: Forbrukerrådet.no the Financial Portal: Bank, Insurance, Pension and Fund Electricity Price Other services Evaluation of external systems, for example by testing privacy, security and user friendliness Internal tools (e.g. sharepoint, intranet) The framework agreement has an upper framework equivalent to NOK 60 million excluding VAT over four years. The actual amount will depend on, among other things, assignments and grants from the Ministry, as well as budgetary coverage for the individual projects. The expected value is approx. NOK 30 million excluding VAT over four years. The actual call-offs on the framework agreement may be higher or lower than the expected value. The Consumer Council invites tenderers to an information meeting 25 June, 12:00 -14:00 in Fred Olsens gate 1 to present ourselves and our needs. Registration is to be sent by email to martin.lindboe@forbrukerradet.no by 24 June 2025.

Corruption as defined in Article 3 of the Convention on Combating Corruption, Involving European Communities or European Union Member States (EUT C 195 of 25.6.1997, s. 1), and in Article 2, point 1, in the Council ́s framework decision 2003/568/RIA of 22 July 2003 on combating corruption in the private sector (EUT L 192 of 31.7.2003, p. 54). This rejection reason also includes corruption as defined in national law for the contracting authority or supplier.

Acts of terrorism or criminal acts relating to terrorist activity as defined in Article 1 and 3 of the Council ́s framework decision 2002/475/RIA of 13 June 2002 on combating terrorism (EFT L 164, af 22.6.2002, p. 3). This rejection reason also includes incitement to, participation or attempts to commit such actions as included in Article 4 in the mentioned framework decision.
