Framework agreement for financial analyses and consultancy services.

The Ministry of Transport and Communications would like to enter into a framework agreement for financial consultancy services. The consultancy services shall mainly support the administration of the government ́s contracts for the procurement of domestic flights (FOOT routes), the Coastal Route Bergen–Kirkene ́s delivery obligatory postal services and newspaper distribution, but it can also be used in other areas within the section ́s or department ́s areas of responsibility. The main objective of the framework agreement is to ensure the Ministry access to relevant financial competence that can support effective and appropriate administration of the procurement contracts, in accordance with the current public procurement regulations and government support. The deliveries shall include socio-economic and business economic assessments, with particular emphasis on benefit-cost analyses, user effects, environmental impacts and the role of the transport offer in the overall transport system. The assistance can i.a. include analyses of current contracts and reporting, socio-economic reports, company and financial financial assessments, market and competition conditions, assessment of environmental requirements and technological changes, as well as support to procurement processes and contract follow-up. Tenderers shall as far as possible quantify the effects and give clear professional recommendations. The framework agreement period will be 2 years from when the contract is signed, with an option for an extension of one year at a time for up to 2 years. The maximum contract length is 4 years. The financial scope of the framework agreement is estimated to be between NOK 5,000,000 and NOK 6,000,000 excluding VAT, based on experiences from previous framework agreements and a maximum of NOK 8,000,000 excluding VAT. The estimated value is not binding for the contracting authority. The contracting authority is not obliged to purchase the framework agreement and it is not exclusive. The Ministry aims to enter into parallel framework agreements with two tenderers, with tenderer no. 1 mainly the main supplier. The contracting authority will award contracts under the framework agreement in accordance with the procedures described in the framework agreement annex 2.
