Hovedtrekk ved prosedyren:
The Norwegian Directorate of Immigration (UDI) offers DNA-analyses to applicants who have difficulty substantiate their stated kinship. This can apply for applicants of all nationalities, mainly related to cases concerning family welfare services or asylum seekers. The predominantly groups of applicants who are offered DNA analyses are nationals from Afghanistan, Eritrea, Ethiopia, Somalia, Cathrine and Syria. UDI also offers DNA analysis to nationals from all sub-Saharan countries except South Africa. The analyses will mainly be aimed at confirming or disproving a parent/child relationship. In some cases it may also be of interest to confirm or disprove other types of kinship, such as sibling relationships or grandparents/grandchildren. UDI needs a framework agreement with one (1) tenderer for the delivery of DNA-analyses of applicants in order to document their stated kinship. See the SSA-R framework agreement (contract) with annexes for a more detailed description of the procurement. The estimated value (based on four years), including options, of the contract is between NOK 4-8 million excluding VAT. There is no VAT on DNA tests. Emphasis is put on the fact that the estimate is not binding for the contracting authority and that the value can be changed in the event of a change in the need and duration of the agreement. The scope can vary depending on the number of applications received, political decisions, any changes in the financing and other restrictions. The estimate does not carry any purchasing obligation for UDI. The maximum limit for the framework agreement is regardless of NOK 8 million excluding VAT. The value will depend on the contracting authority ́s allocated budgets and needs. The framework agreement is not exclusive. There is a reservation for the allocation of necessary budgets for each year. Tenderers shall prepare the tender and submit other documents in Norwegian or English. If a tenderer, for objective reasons, cannot deliver requested documentation in the requested language, the tenderer must, at the latest, within the deadline for asking questions to the competition, contact the contracting authority to clarify whether documentation in another language can be accepted.

Minimum qualification requirements
Requirement - Economic and financial capacity.
Tenderers must have sufficient economic and financial capacity to be able to fulfil the framework agreement. Documentation requirement: Credit rating based on the last available accounting figures. The assessment shall be carried out by a credit information agency that operates in accordance with the current regulations in the country where the agency is established, including Norwegian credit information law when relevant. The contracting authority reserves the right to obtain further credit ratings or other financial information, such as annual accounts with notes, the board's annual report and auditor's reports. If a tenderer has objective reasons for not submitting the requested documentation, it can document its economic and financial capacity with other documentation that the Contracting Authority deems suitable.

The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.

Requirement - experience. Tenderers must have experience with carrying out relevant and comparable assignments. Documentation requirement: Description of up to three of the tenderer's most relevant assignments in the last five years, including the assignment ́s value, date and customer (name, telephone number and e-mail address).
