The Research Council of Norway is in the process of implementing a new system for application processing, grant management and project follow-up on the low code platform OutSystems. This work includes both own employees and a hired team. In addition to this, the Research Council of Norway is in the starting pit for using the low code platform ServiceNow to handle external enquiries and internal enquiries to IT. The Research Council of Norway,c/o the Department for ICT and Information Security, invites tenderers to a competition for a framework agreement for the hire of consultancy services for assistance with development, operation and management for low code platforms, particularly on OutSystems and (to a smaller extent) ServiceNow for project assistance. The Research Council of Norway assesses the extent of the framework agreement that the majority of the framework agreement will deal with assistance with Outsystems. Tenderers are not required, as a starting point, to assist on both platforms, but competence is wanted on at least one of the mentioned platforms. Our projects are run as flexible development and we will need assistance for the two platforms. First and foremost assistance with development (overdue), but also to areas such as architecture, UX and service design, security consulting, testing, technical consulting, as well as process, product and project management.
