Tønsberg kommune

Tønsberg municipality c/o Municipal Engineering, hereafter called the contracting authority, invites tenderers to an open tender contest for a framework agreement for consultancy services within; roads, geotechnics, water and sewage. The framework agreement is primarily for deliveries in connection with water and sewage projects. The municipality would like tenders from tenderers who have the capacity to deliver in accordance with the municipality ́s needs and who fulfil the qualification requirements. The competition will be carried out via the municipality ́s tender implementation tool Mercell. All communication and tender submissions will be via Mercell.

Hovedtrekk ved prosedyren:

There is a need for consultancy and engineering design services within water and sewage, geo-assistance and road measures, mainly for water and sewage projects in Tønsberg municipality. The contracting authority intends to enter into a framework agreement with up to 4 tenderers. The framework agreement will be valid for 2 years from when the contract is signed, with a unilateral option for the contracting authority to extend the contract annually up to a maximum of 8 years. The contracting authority can also extend the framework agreement for a shorter period than one year. The total estimated value of the framework agreement, including options, is NOK 220 million excluding VAT. The maximum value of the framework agreement is NOK 300 million excluding VAT. The value of the contract is estimated to BE NOK 55 million excluding VAT per annum in the contract period. This gives a combined contract value for the entire possible contract period (including options) of approx. Emphasis is put on the fact that the contracting authority does not have a minimum purchasing obligation and will not be bound to the estimated volume. The contracting authority reserves the right to take out individual assignments for special competition outside this framework agreement where the municipality finds this appropriate. Rettslig grunnlag:

The regulations are selected on the basis of planned use, experience from previous framework agreements and applicable grants within the disciplines expected to use the contract. The majority of the contract ́s value will be related to Water and Sewage projects. NOK 262 million is set aside per 2025 for all investments for water and sewage and approx. NOK 10 million for Roads. See also Part 1.
