The following changes have only been made in the new competition: Requirement specifications: requirements no. 17, 38 and 48 expire. Competition provisions: Tentative progress plan - dates have been changed as regards the later tender deadline. The contracting authority would like to enter into a framework agreement where the chosen tenderer is the owner of the faco machines and the clinic pays the price per operation including all consumables. The price shall include faco machines (which are the tenderer ́s property), supplier specific checks, all components/accessories, equipment specific consumables, technical service, defined response time for problems, support, installation/installation and commissioning so that it functions as a whole based on the needs and requirements described in the requirement specifications, as well as training on the system. Due to Christmas holiday, the tender deadline has been extended to 12.01.25. Questions and answers will not be answered in the period 22.12.25 - 04.01.26 due to staff holidays.

Hovedtrekk ved prosedyren:

Cataract surgery is an elective intervention that is performed daily at two of the department ́s theatres. There have been approx. 1,600 cataract interventions in recent years. The number of interventions is expected to increase in the coming years by 5 - 10% over a 5 year period. The clinic currently has 2 Centurion faco machines. St. Olavs Hospital considers it appropriate with two machines to cover the current need. St. Olavs Hospital wishes, however, that a 3rd machine is offered in the framework agreement, which can be taken out if needed. In addition hospitals in Helse Møre og Romsdal HF and Nord-Trøndelag HF shall be able to use the framework agreement as an option. The requirement specification and price form will apply equivalently when triggering the opsjon.St. Olavs Hospital HF is not obliged to take out a 3rd machine in the contract period. The framework agreement will run for a period of four years with an option for 1+1+1 year. The contract period is justified in a demanding restructuring period for employees and increased risk by adapting new equipment. Consumables: Currently the clinic uses 21 containers with equipment that is used for cataract operations. Each container contains 1 faco handle and 1 IA handle. We would like 1 faco handle in reserve at all times: Total 22 faco handles. In addition to cataract surgery, 50 - 100 vitrectomies are performed per annum. This type of operation will be used for complications, secondary implantations and damage and may also increase in the next few years. Specific consumables for Vitrectomy per operation: 1 item. DisposablevittomEs estimated total value of the procurement is between NOK 100,000,000 and NOK 2,000,000 excluding VAT. NOK 8,000,000 – 10,000,000 excluding VAT. The stated consumption/extent is an estimate for information to the tenderer and is not binding for the future contract volume. The maximum value of the agreement, including options and equipment specific consumables, is NOK 100,000,000 excluding VAT. NOK 15,000,000 excluding VAT. The contracting authority has a unilateral right to terminate the contract completely or partly, if the contract ́s maximum value or amount can be exceeded before the contract period expires. It is considered in this procurement that the use of minimum requirements in the requirement specifications will give a better climate and environmental effect than that achieved by weighting the climate and environment by 30%. Determining such minimum requirements will, according to the contracting authority ́s assessment, give a better climate and environmental effect by ensuring that the winning tenderer ́s products fulfil the environmental requirements set, which is not secured by weighting the equivalent requirement by 30%. The minimum requirements are set in order to ensure the greatest possible environmental effect within the economic framework set by the regional health authority for the procurement.
