The contracting authority needs to enter into a consultancy and turnkey contract for a floating swimming pool with the accompanying facilities for Inner Vågen in Sandnes. The winner of the competition will have access to the project in accordance with the guidelines stated. The background for the project is that Sandnes Havn KF would like to offer the public a functional and aesthetically nice pool facility of high quality, which gives an increased number of visitors to the guest port, as well as giving Sandnes a positive contribution in the cityscape. Sandnes has had and will continue to have a forward leaning urban development with several exciting down-town centre projects, where the pool facility is meant as a positive addition to the development. The project is developed with the intention of being a commercially profitable project, and thus it is important that the project builds on this premise. One of the central aspects of achieving profitability in the project is to have systems that incur low operating costs over time (low operational and maintenance needs) and that have a high degree of automation and require little inspection of personnel. The project will be set up in different phases and is planned as the following: 1. Review of technical prerequisites and the project ́s overall objectives, identification of risk and uncertainties and preparation of simplified decision basis (agreed concept and estimates). 2. Designing and engineering design of the pool facility 3. Building and installing of the pool facility, including the accompanying infrastructure and commissioning Phases 1 and 2 are referred to as the collaboration part of the project. Phase 3 is referred to as the material part of the project. The contracting authority will depend on the final investment decision from the board in order to proceed after phase 2. Progress: The project must be completed in accordance with the guidelines stated in the requirement specification. The work shall be carried out in accordance with the current laws, regulations, standards and relevant documentation. Sandnes havn KF is the builder for the project.

The tenderer's economic and financial capacity: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Tenderers must achieve a minimum rating of "Credit worthy", i.e. tenderers must be in risk class 5 or higher on Experians scale. In addition tenderers must have had the following last three (3) fiscal years (2022, 2023 and 2024): - average operating incomes of more than NOK 200,000.00. 100 million. - average positive operating profit (EBITDA).

Quality Assurance System: Tenderers are required to have a well-functioning system for ensuring quality, adapted to the nature and scope of the agreement.

Environmental management system: Tenderers are required to have a well-functioning environmental management system, adapted to the contract ́s nature and extent.

The organisational and legal position of the tenderer.: Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established.

The tenderer ́s technical and professional qualifications.: Tenderers shall have experience from at least two (2) construction projects (contracts) with a scope of work and complexity that is equivalent or greater in degree of difficulty than that stated in the tender documentation with annexes, from the last five (5) years from the tender deadline. The following will be relevant conditions that must be fulfilled: - Equivalent or larger economic size, minimum NOK 100,000,000. NOK 44,000,000 excluding VAT or greater. - Equivalent or greater complexity (number of disciplines involved, coordination, logistics, production planning etc., are relevant conditions as regards complexity). In addition to the above, experience must be referred to as a minimum of one (1) construction project with floating concrete construction with a transferable value to this project.
