Hovedtrekk ved prosedyren:

The aim of the procurement is to enter into an ongoing service contract for investment consultancy services for Fredrikstad kommuen ́s long-term surplus liquidity. This includes follow-up, reporting and consultancy services. The service shall be carried out in accordance with Fredrikstad municipality ́s applicable financial and debt regulations with routines. Furthermore, the applicable municipality law with regulations lays the overall terms for the assignment. The Consultant shall not have discretionary administrative authority; all decisions on placements will be made by Fredrikstad municipality. The contract is an ongoing service contract for up to six years. The contracting authority has a unilateral right to give notice - the notice period is 3 months. The portfolio to be managed is divided into two sub portfolios, with the book value per 30 June 2025 of NOK 1,054,217,880 and NOK 1,103,607,948. The portfolios currently consist of mutual funds (Norway and global), obligation funds (Norway and global), and money market funds (Norway). See the municipality ́s annual report and rules – Annex 1a (Financial and Debt Management Rules) and Annex 1b page 58 (Annual Report 2024 Fredrikstad municipality) for further details on the municipality's market value and the division of the long-term portfolio. The contracting authority reserves the right to make changes in the portfolio ́s value, including price changes and market movements. The contracting authority reserves the right to make changes in the budget, activities and political management that can affect the terms and premises for the scope of the assignment.

The procurement will be made in accordance with the Act from 17 June 2016 no. 73 on public procurements (the Procurement Act) and regulations 12 August 2016 no. 974 on public procurements (procurement regulations) parts I and III.
