Suldal kommune

Haugaland Fire and Rescue IKS, hereafter called the contracting authority, shall procure exercise containers for practice on different types of scenarios connected to fire. The container shall be placed in adapted exercise fields at the new Veavågen fire station in Karmøy municipality. The contracting authority would like tenderers to submit their best tender within the procurement ́s financial limits, NOK 6,000,000 excluding VAT. Tenderers shall, thus, not submit a price.

Hovedtrekk ved prosedyren:

Three 40 foot containers shall be used for the exercise facility itself, two containers on the ground floor and one as the first floor. The containers shall be assembled so that they can be used as a unit. The control room and room for storing gas cylinders shall be a separate container. The installation shall be suitable for heating smoke diving exercises and it shall be used for both basic training and maintenance exercises for smoke divers. See the requirement specifications.

Rettslig grunnlag:

There is a legal basis for participating in the competition via Doffin without a requirement for a Norwegian ID1, as long as the supplier meets other qualification requirements and can document this in an appropriate manner from their home country or via a European self-declaration.

The contracting authority shall state that in Norway there are national rejection reasons. These shall be described in the procurement documents. Tenderers must respond to whether they are in one or more of the situations described in the national rejection reasons. Will the purely national rejection reasons, as stated in the relevant notice or in the procurement documents, apply?

Have tenderers failed to fulfil all their social security obligations in the country where they are established and in their member state, if this is a different country than what he is established in?

Has the tenderer not fulfilled his tax and duty obligations in the country in which he is established, and in the contracting authority's member state, if this is a different country than what he is established in?
