Excavation and lorry services - new competition

Halden kommune

The aim of the procurement is to enter into a framework agreement for excavation services etc. in Halden municipality. The framework agreement has three sub-contracts, there can be deliveries for several services. The contracting authority has divided the contracts as follows: Hire of various equipment (sub-contract A) Hire of lorry (sub-contract B) Hire of excavators with lorries including ADK plumbing services (sub-contract C) All qualified tenderers will receive tender offers to enter into a contract. This agreement is connected to Halden municipality ́s installations for repairs, improvements and upgrading after water leaks, water and sewage redevelopment services, as well as closely related services and scope. The framework agreement does not exclude the contracting authority from using the services for other purposes. In order to ensure the necessary flexibility in the procurement, a framework agreement will be signed for the execution of mini-competitions. The framework agreement includes investment projects in self-management (water and sewage, roads etc.). It is the contracting authority that decides whether the framework agreement shall be used for such purposes or whether this is announced as a separate competition beyond the framework agreement.

The sub-contract includes the services described in more detail in the tender documentation. Call-offs will be made through mini-competitions, where all qualified tenderers for the relevant sub-contract are invited to submit a tender. Sub-contract selection for each project will be based on the contracting authority ́s concrete needs. The contracting authority will, at its sole discretion, decide which contract shall be used.
