In 2023 the government invited municipalities and counties to apply to join the government's trial scheme. 12 trials were taken with them in the trial scheme, with the intention of being approved trials. These were selected based on provisional applications that were assessed by KDD in consultation with the relevant professional ministry. KDD cooperates with the Ministry of Education and Research (KD) regarding applications for trials related to KD ́s disciplines. Four trials in the training area are now approved. These trials are approved in accordance with § 29-3 of the Education Act. This assignment is for evaluating four trials (four municipalities), which are exempted from the Education Act for carrying out trials. This applies: o Inner Østfold municipality: Assessment with no character in one or several disciplines in the 8th grade o Lindesnes municipality: Working life as part of the training o Råde municipality: More flexibility in the trade and hour distribution o Nordre Follo municipality: Measures against large school absences More information about the trial scheme is www.forsokskommune.no. The trials last from the school year 2025 – 2026 up to and including the school year 2028 – 2029. The evaluation assignment will therefore last for the entire period, as well as finishing work in connection with the final report. The upper cost limit for the procurement is up to NOK 8,000,000. The amount includes all expenses connected to the assignment. Subject to the Norwegian Parliament ́s processing of the budget proposal for each budget year.
