Kort beskrivelse

The future fast boat is a collaboration between Vestland, Trøndelag and Nordland counties with the aim of developing, designing, building and testing new express boats with zero emissions. The project is supported by Klimasats.Concept development and a comprehensive design phase has previously been carried out, which shows that it is possible to develop energy efficient express boats of zero emissions. However, experience from previous project phases and dialogues with the market shows that the risks associated with the transition from design to construction are still too high. The contracting authority is therefore now preparing a competition for the detailed engineering design of the future express boat aimed at shipyards. The objective of this tender contest is to verify the design and performance of the vessel in order to demonstrate that the construction of the vessel is practically feasible, and to enable shipyards to participate in later competitions for the construction of vessels. The contracting authority will award a maximum of 6 contracts for the execution of the assignment. Each contract will include detailed engineering design services and verification of proposed project design of vessels based on two different existing routes. The fast boat of the future is seeking with this procurement to facilitate any future tender for the construction of a boat or operations contract where energy efficiency is required, by reducing the risk for the contracting authority and supplier. Emphasis is put on the fact that there is no obligation for contracting authorities to later execute a new building after this assignment. The contracting authority ́s maximum grant per contract will be NOK 10 million, excluding VAT. Tenderers must themselves cover 15% of the development cost through self-financing. The contracting authority has a framework of NOK 50 million for the execution of the assignments. Contracts will be awarded as far as this framework reaches, but not more than six contracts. The tenders will be ranked in accordance with the award criteria and contracts will be awarded to those who achieve the highest total score, as far as the contracting authority ́s framework ranks or a maximum of the number of contracts.

Financial implementation ability: Tenderers must have sufficient economic and financial capacity to fulfil the assignment. Norwegian tenderers document this with a rating from Dun & Bradstreet, as well as a financial printout for 2024 which shows that the company ́s status has not worsened. The contracting authority will obtain ratings from D&B, the tenderer will present the provisional accounts for 2024. Tenderers who have rating A or better will automatically be qualified. If a tenderer does not have a rating, other documentation must be presented that shows that the company has the financial implementation ability. This can be the Tenderer's Annual Financial Statements including notes with the Board's and auditor's reports for fiscal years 2022-2024, a bank guarantee or a parent company guarantee. If the Annual Financial Statements for the last year are not finished before the tender deadline for this competition, the last year's preliminary annual accounts should also be attached. Quality Management System: Tenderers shall have a functioning quality management system. The requirement cannot be fulfilled by relying on others, as it is the responsible tenderer who must have the quality assurance system. Documented by a description of the tenderer's quality assurance system. The description shall show that the system is functioning. If the tenderer ́s quality assurance system is third party certified, it is sufficient to provide documentation for the third party certification. Competence: The tenderer must have available personnel who have sufficient competence for the assignment. In order for competence to be considered suitable, the persons at our disposal must have formal competence and experience that is relevant for the assignment ́s complexity and size. It is a prerequisite that the personnel stated in the tender are personnel who will carry out the project. This also applies to offered persons from entities that the tenderer will use. If there is a need for a change of person, the resources are required to be replaced with persons with equivalent competence. Tenderers shall provide an overview of key personnel who shall participate in the execution of the project and the role each person shall have. Personnel within the following disciplines shall constitute a homogeneous team of key personnel (one person can have several positions): - Project management - Hydrodynamics, processing technology, CFD analysis - Hull design - Machine engineering - Electrical engineering and battery systems - System integration - Construction management at shipyards For each person a CV shall be submitted that provides information on formal education, experience and participation in relevant projects. Experience from the construction of vessels: Tenderers shall have experience from the construction of equivalent vessels. Tenderers shall give a short description of at least 3, maximum 5 relevant reference projects in the last 5 years. It is the tenderer ́s responsibility to demonstrate that the reference projects are equivalent to that for this competition. For each reference, an email address shall be given for the gender neutral preferred at the contracting authority. The reference can be contacted in writing in order to verify the tenderer's information. For this point, tenderers can rely on sub-suppliers to be qualified. If a tenderer will use sub-suppliers, he shall document that he can use the necessary resources at the sub-suppliers by submitting a attached commitment statement filled in and signed by the sub-supplier. If the person signing for a sub-supplier does not have a signature or procure in accordance with the Brønnøysund Register Centre, the signer's authority to obligate the sub-contractor must be documented.
