The future fast boat is a collaboration between Vestland, Trøndelag and Nordland counties with the aim of developing, designing, building and testing new express boats with zero emissions. The project is supported by Klimasats.Concept development and a comprehensive design phase has previously been carried out, which shows that it is possible to develop energy efficient express boats of zero emissions. However, experience from previous project phases and dialogues with the market shows that the risks associated with the transition from design to construction are still too high. The contracting authority is therefore now preparing a competition for the detailed engineering design of the future express boat aimed at shipyards. The objective of this tender contest is to verify the design and performance of the vessel in order to demonstrate that the construction of the vessel is practically feasible, and to enable shipyards to participate in later competitions for the construction of vessels. The contracting authority will award a maximum of 6 contracts for the execution of the assignment. Each contract will include detailed engineering design services and verification of proposed project design of vessels based on two different existing routes. The fast boat of the future is seeking with this procurement to facilitate any future tender for the construction of a boat or operations contract where energy efficiency is required, by reducing the risk for the contracting authority and supplier. Emphasis is put on the fact that there is no obligation for contracting authorities to later execute a new building after this assignment. The contracting authority ́s maximum grant per contract will be NOK 10 million, excluding VAT. Tenderers must themselves cover 15% of the development cost through self-financing. The contracting authority has a framework of NOK 50 million for the execution of the assignments. Contracts will be awarded as far as this framework reaches, but not more than six contracts. The tenders will be ranked in accordance with the award criteria and contracts will be awarded to those who achieve the highest total score, as far as the contracting authority ́s framework ranks or a maximum of the number of contracts.

The assignment will be carried out in two parts, Part 1 will finish 15 October 2025 and the final completion of the assignment (part 2) will be 31 March 2026. A description of the vessel and a description of the involvement requirements and process for certification by the Norwegian Maritime Authority and the class weight calculation balance, SOC calculations and utilisation degreeCFD analyses or equivalent drafts for a ship building contract report for design risk and an account of further project progress. After completed part 1, the contracting authority and the tenderer will assess together and individually whether further project implementation is possible. If the tenderer or contracting authority considers that further project implementation is not possible, the tenderer will be paid for his efforts in accordance with the payment plan. Part 2 of the project will include verification of characteristics through model experiments and CFD analyses: Energy efficiency Lake propertiesPassage comfort Vessel description Updates of descriptions from part 1 Finally, a report shall be submitted showing that the vessel is allowed to be constructed, tentative building price as well as proposals for commercial terms. In order to rank the tenders, the award criteria will be used. A relative evaluation method will be used, with the best tender within each criterion awarding ten points, the other tender will be given points relative to the best tender. The qualitative criteria "Løsningsforslag" will be evaluated judgementally. Mercell ́s built-in formula for evaluating price will be used for the criterium Subsidy need. Financial implementation ability: Tenderers must have sufficient economic and financial capacity to fulfil the assignment. After completed part 1, the contracting authority and the tenderer will assess together and individually whether further project implementation is possible. If the tenderer or contracting authority considers that further project implementation is not possible, the tenderer will be paid for his efforts in accordance with the payment plan. Part 2 of the project will include verification of characteristics through model experiments and CFD analyses: Energy efficiency Lake propertiesPassage comfort Vessel description Updates of descriptions from part 1 Finally, a report shall be submitted showing that the vessel is allowed to be constructed, tentative building price as well as proposals for commercial terms. In order to rank the tenders, the award criteria will be used. A relative evaluation method will be used, with the best tender within each criterion awarding ten points, the other tender will be given points relative to the best tender. The qualitative criteria "Løsningsforslag" will be evaluated judgementally. Mercell ́s built-in formula for evaluating price will be used for the criterium Subsidy need. The tenders will be ranked in accordance with weighted points and the contracts will be awarded as far as the financial limit lasts, up to a maximum of six contracts. A shipyard with the possibility to build the vessel shall be involved in all processes throughout the contract. Shipyards shall, in particular, but not limited to, verify the following: Weight accountsCFD or equivalent calculations, Result of calculations and testing in tank Energy consumption and range Estimated building priceEl balance sheet Proposal for construction contract risk in the project
