The procurement is connected to the management of EEA resources in the financing period 2021-2028. The main objective of the assignment is to establish a point of contact for cooperation between Norway and civil communities in the recipient country of the EEA resources. For the financing period 2021-2028, approx. 300 million euros shall be used in support of civil communities in the recipient countries. The 15 recipient countries are Bulgaria, Estonia, Greece, Croatia, Cyprus, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia, Slovenia, the Czech Republic and Hungary. The management of the support for civil society under the EEA funds is organised through the establishment of independent funds in the recipient countries, which are managed daily by a local fund operator. In addition it is the purpose of informing Norwegian civil society about possibilities for cooperation in other programmes under the EEA financing schemes. The contracting authority plans to award a contract after an evaluation of the tenders as they are at the tender deadline. Dialogue in the form of clarifications will be carried out if needed.
The contracting authority reserves the right to hold a dialogue in the form of negotiations with three tenderers if it is deemed appropriate. The negotiations could apply to all sides of the tenders. If so, the selection of the tenderers who are invited to negotiations will be made after an evaluation of the tenders according to the award criteria. We emphasise that no tenderers can expect negotiations on their tender and must therefore submit their best tender. The contracting authority therefore encourages tenderers to submit tender offers in accordance with the instructions and guidelines in this tender documentation with annexes and ask questions about uncertainties in the tender documentation.
