The background for this is that the nature of the procurement is typically office work with limited travel activities. It is the contracting authority ́s assessment that the climate footprint and environmental impact of the execution of this agreement will be almost the same as that of a permanent employee.
The contracting authority therefore believes that in this case we find ourselves in the exclusionary provision in the procurement regulations § 7-9 fifth paragraph, as the procurement is justified in accordance with nature to have a climate footprint and an environmental impact that is immaterial.
