Through a thorough process we have set a clear digital level of ambition, based on analysis of our current capabilities and future needs. Six business capabilities have been identified as crucial to achieving our goals: • Sales and customer service - Improve the customer experience by increasing the degree of self-service systems and increased transparency in customer communication. • HR, competence and organisation development - Automate HR related processes and ensure effective management of competence development. • Management and control - Strengthen control of waste management and logistics with a focus on cost efficiency and compliance. • Product and service innovation - Promote the development of new products and services by utilising modern technology and data. • Production - Make operations more efficient through automation and data driven decision support. • Logistics and supply - Implement dynamic route planning and improve warehouse management to optimise the flow of goods. In order to support this development, BIR seeks flexible cooperation partners who can offer specialist competence within the IT platform, operation, information security and digitalisation. The competition is structured in three sub-assignments, where each sub-assignment addresses specific core areas and needs for further digital development. It is important that tenderers can offer broad and in-depth competence within the identified core areas. Call-offs will be made based on specific needs.

The certificate must not be more than six months old.
The certificate must not be older than 6 months calculated from the deadline for receipt of tenders. Foreign companies shall present certificates from equivalent authorities to the Norwegian authorities.

Tenderers must as a minimum be credit worthy.
Tenderers who have significant remarks/clarifications from the auditor on their credit rating can be rejected from the competition. Significant remarks/clarifications are defined as breaches of Norwegian law.
• A credit rating based on the most recent financial figures. The rating shall be carried out by a company licensed to provide credit information.
• The contracting authority reserves the right to carry out a credit assessment.
• If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate.

Description of the tenderer's quality assurance system. The description does not need to show that the tenderer ́s system would satisfy an official certification, but show that the system is adapted to the tenderer ́s activities according to the contracting authority ́s needs.
The qualification requirement will also be seen as fulfilled if the tenderer can present certificates issued by independent bodies as documentation that the tenderer fulfils the recognised quality assurance system or standards.
