What climate footprint or environmental impact does the procurement have?
The contracting authority needs to enter into a contract with a security guard company for the procurement of civil and uniformed ticket control services on buses and express boats that run on contract for FRAM. Tenderers shall carry out ticket inspections where checks shall be made as to whether the travellers have a valid ticket/are correctly ticketed.
The inspectors travel by public transport when they carry out the inspection services.
The journey from the starting point to the public transport means where inspections shall be carried out shall be seen as a minimal part of the total journey.
Evaluation:
The nature of the procurement is that inspectors employed by a security guard company shall take public transport to check if travellers have paid. Public transport is mainly emission free and therefore has little to no climate and environmental impact.
The journey the inspectors have from the starting point to the public transport means where inspections shall be carried out are considered to be a minimal part of the total journey. This part is therefore considered to have little or no climate and environmental impact.
Conclusion:
The contracting authority will, on the basis of its justification, use the exclusion provisions in the procurement regulations § 7-9 fifth paragraph, as the procurement is considered to have a climate footprint and an environmental impact that is immaterial.
