The tenderer shall be a legally registered company. Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

The tenderer shall have the tax and duty payments in order. 'Tax and VAT certificate' (RF-1316). The certificate can be ordered via www.altinn.no. The certificate shall not be older than 6 months from the tender deadline. (only for Norwegian tenderers)

Credit rating, undertaken by a company that can legally carry out credit rating, by the tenderer, not older than 6 months calculated from the expiry of the application deadline. The credit rating shall include an assessment of the tenderer's payment history/reliability. Result of the credit rating must be stated as a graded value (letters or numbers) on a defined scale. If the tenderer, in order to meet the requirement, refer to guarantees from other companies (e.g. the parent company), equivalent credit appraisal from this shall be submitted. Company. Tenderers shall have good experience from equivalent deliveries. With equivalent deliveries means, for example, framework agreements or equivalent, with assignments of a similar nature and complexity. Tenderers shall present a list of the tenderer ́s most important relevant deliveries in the last five years. The list shall provide information on the tenderer's role in the reference project, as well as the value of the tenderer's deliveries, dates, duration and the name of the contracting authority.

The tenderer shall have the necessary capacity to execute the framework agreement. Tenderers shall provide a description of the average workforce and the number of employees in the management in the last three years. Tenderers are required to have a well functioning quality assurance/management system for the services provided. Certification certificate for the relevant quality assurance standard, for example NS-EN ISO 9001. (Other certificates issued by bodies may also be submitted. in other EEA states that comply with the community rules or relevant European or international standards regarding certification). If a tenderer is not certified, documentation shall be given that there is a well-functioning quality assurance system.

Tenderers shall have satisfactory management systems within environmental management that cover the activities included in the agreement. Other equivalent environmental management systems can also be accepted, but then after these have been assessed concretely from the submitted documentation.
