Gran kommune

Gran, Lunner and Jevnaker municipalities are implementing a joint procurement of a framework agreement for asphalt services. The units at the respective municipalities manage and construct municipal technical infrastructure, buildings, roads and spaces. The procurement concerns minor asphalting assignments connected to municipal roads/spaces and outdoor areas around existing schools, nurseries and equivalent. There can be patching and hand laying and some larger connected surfaces on the completed basis. The ground work is expected to be carried out by the contracting authority, with the exception of any fine grading. We would like to enter into a framework agreement with one to two tenderers.

Hovedtrekk ved prosedyren:

The total value of the procurement (over a four year period) is estimated to approx. NOK 20 million excluding VAT, and the competition is regulated by the law and regulations on public procurements. The competition will be held in accordance with the procurement regulations ́ provisions part I and part III as well as the provisions stated in this tender documentation. The total value of the procurement depends on sufficient financing over the municipality ́s budget in the contract period. It must therefore be expected that the procurement ́s size will deviate from the estimated value.

Tenderers shall have a quality system adapted to the delivery.: Tenderers are requested to describe their quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, it is sufficient to enclose a copy of a valid certificate, ISO 9001 or equivalent quality assurance certifications. Tenderers shall have an environmental management system adapted to the delivery.: Tenderers shall have procedures for environmental follow-up/environmental management that ensure management with input factors included in the products, low environmental impact when carrying out the delivery and correct and credible documentation. Documentation shall be given in one of the following ways: A short description of the company's routines and systems for environmental management related to the choice of raw materials and suppliers, work on chemicals - content, traceability and handling; traceability of forest based raw materials and minimisation or recycling of packaging. If routines are described in the company's quality or environmental management system in accordance with ISO certification, Eco-Lighthouse or equivalent third-party verified systems, it is sufficient to enclose a valid certificate thereof. Copy of a valid certificate for NS-EN ISO 14001, Eco-Lighthouse or EMAS issued by an accredited third party that fulfils the requirements of NS-EN ISO 14001, Miljøfyrtårn or EMAS or other equivalent environmental management system. Self-declaration of ethical requirements: Tenderers who have pleaded guilty to serious breaches of ethical requirements in the industry may be rejected from the competition, according to the public procurement regulations. The self-declaration concerns the organisation number that the tender offer is submitted with, and it is the organisation number with which we may enter into a framework agreement. Tenderers are asked to equivalently confirm that they will not use sub-suppliers to fulfil significant parts of the contract, which are aware of serious breaches of ethical requirements in the branch. Tenderers hereby confirm that they do not know that this business has committed serious breaches of ethical requirements in the branch in the last three years. This includes, but is not limited to, breaches of working environment rules, pollution laws and criminal penalties. Furthermore, they confirm that they have not been involved in any form of attempt at bribery, corruption, offers of undue advantages to officials, fraud or money laundering. We are also not aware that any of our employees have committed serious breaches of ethical requirements in the industry as mentioned above. We further confirm that we are not aware that any of our sub-suppliers who shall carry out a significant part of the work connected to this contract have committed such serious breaches of ethical requirements in the branch as mentioned above. We are aware that an incorrect declaration of knowledge of such conditions can form the basis for rejection of tenders, and in accordance with circumstances also be punishable. Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.
