Stavanger, Sola, Sandnes and Randaberg municipalities, hereafter called the contracting authority, invite tenderers to a competition for a framework agreement for the delivery of white goods, small electronics and sound & picture. The contracting authority is not a legal entity. The municipalities use joint tender documentation, but will enter into separate contracts with the winning contractor and shall be considered as four separate contracting authorities with different delivery and invoicing addresses. Stavanger municipality has the secretariat function for this competition on behalf of the contracting authorities.

Hovedtrekk ved prosedyren:
The framework agreement shall cover the municipalities ́needs for the categories white goods, small electronics and sound & picture as well as additional equipment. The contracting authority shall, therefore, be given access to the entire tenderer ́s assortment in the above mentioned categories in the contract period. Products that are included in the following product categories are not included in the framework agreement, as the municipalities have separate contracts for such products: institutional kitchen machines, projectors, monitors, PCs, info screens, meeting room screens, communication equipment, for example. be used in digital meetings, telephony and tablets with accessories (including chargers, covers, headsets)Attention is defined as coffee machines and accessories for the TV, for example. wall mounts, HDMI cables and loudspeakers can also be purchased from other agreements. The delivery also includes delivery, carrying, unpacking and assembly of the item at the stated location. Used goods/products and packaging from the new product shall be taken in return and discarded in accordance with the rules for handling electrical/electronic waste and packaging. The contract will apply for all entities in the municipalities and will mainly consist of deliveries to municipal nursing homes, residential and activity centres, schools, nurseries, housing for refugees, administration buildings etc. For larger procurements with a total value of more than NOK 100,000 excluding VAT.

Rettslig grunnlag:
We are a public contracting authority and are, thus, obliged to hold the competition in accordance with the Procurement Act and the accompanying procurement regulation parts I and part III. This procurement follows the procedure open tender contest. All interested tenderers can submit tenders in an open tender contest.
