Kort beskrivelse

Stavanger municipality c/o the Property Department needs a framework agreement for fire engineering consultancy mainly for the sections, but not limited to: purpose-built buildings, residential buildings and management projects. The work will consist of improving/documenting a lack of fire engineering documentation and technical fire clarifications in the existing buildings. The contracting authority reserves the right to use suppliers outside this contract for projects that are under contracts that own the entire project. In addition management projects have a separate architect contract over several disciplines that they reserve the right to use. Major new construction and renovation projects that are granted over the municipality ́s investment projects are also not included in this contract.

Other economic and financial requirements: Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum requirement for qualification requirements Requirement: Tenderers shall have the economic ability to fulfil the contract. Documentation: As documentation, the Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian. Tenderers must be in risk class 5 or higher on the Experian scale. It is a prerequisite that the tenderer has known registered information about the company and consents by submitting the tender for the information to be collected and used as a basis for assessing the tenderer's financial conditions. If the tenderer is aware that the requirement for financial ability to fulfil the contract cannot be met through a credit rating as stated above, the tenderer must submit other documentation confirming/explaining that the financial ability is satisfactory to fulfil the contract. If the contracting authority ́s credit information about each company does not include a credit rating, or the tenderer does not comply with the credit rating requirement, the Contracting Authority may attempt to cover its documentation need in another way, either by assessing whether the financial ability is satisfactory based on the other information presented in the system from Experian or by collecting other documentation.

Certificates issued by independent bodies for quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements? Minimum qualification requirements Requirement: Tenderers shall have a well-functioning quality system adapted to the content of the contract. Documentation: Tenderers must be able to present a certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001 the Contracting Authority also accepts other documentation, not issued by an independent body, which shows that the tenderer has equivalent quality assurance measures. A general description must be given of the system ́s content, including an overview of inspection plans and check-lists that are relevant for this contract.

Minimum qualification requirement Requirement: Tenderers shall be a legally established company. Documentation: Tenderers must prove that they are registered in a trade or other business register as prescribed by the law of the country where they are established. Documentation for Norwegian companies will, for example, be a company registration certificate from the Brønnøysund Register Centre. The documentation shall not be older than 6 months from the tender deadline.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirement Requirement: Experience is required from at least 3 equivalent assignments. Equivalent assignments means technical fire consultancy of the same extent and complexity as described in the tender documentation. Documentation of excellent implementation ability is required. Documentation: Tenderers must be able to present a list of the most important deliveries or services performed in the last three years, which shall as a minimum contain: • A short description of the assignment (type of building, energy class, area) • Size or value of the deliveries • Date (contract period) • Name of the customers and a short description of them • Telephone number, email address and name of contact persons at the customers Relevant customers from the list can be contacted.

Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The inspections shall be undertaken by the contracting authority or the contracting authority can leave it to a competent public body in the country where the tenderer is established.

Education and professional qualifications: The following education and professional qualifications are possessed by the tenderer and/or (depending on what requirements have been set in the notice or in the procurement documents) by the leading employees: Minimum requirement for qualification requirements Requirement: Tenderers shall have the necessary capacity and competence to meet the needs of the execution of the assignment. Key personnel shall be offered: The tenderer ́s appointed gender neutral preferred shall, as a minimum, have ten years experience with fire engineering design services after formal education has been completed. This means that the gender neutral preferred has good competence in the preparation of fire concept development class 3 and the execution of fire technical condition analyses according to building details 720.306. The tenderer shall also offer personnel who have completed a university college as a minimum and have a minimum of 3 years relevant experience after completed formal education. Documentation: Tenderers shall, together with the tender, present an overview of manpower for this assignment with CVs for key persons who will carry out the assignment. It is not necessary to provide information on other concrete persons in the project organisation. CVs can have annexes, and relevant projects where the offered key personnel have had equivalent roles, and consequently suitable for identifying competence of particular importance for the assignment that shall be carried out here. CVs shall include: • Education • Relevant work experience • Overview of previously executed assignments with a statement of the project name, contracting authority, location, area, the size of the contract and its role in the project.

Environmental management measures: Tenderers can employ the following environmental management measures in connection with the execution of the contract: Minimum requirements for qualification requirements Requirement: Tenderers shall have an environmental management system to ensure that the tenderer is suitable to fulfil the environmental requirements set in the tender documentation and the contract terms. Documentation: Tenderers shall, upon request, present a short account, a maximum of one (1) A4 page, stating the tenderer's stated environmental goals, environmental work status in their own business and planned measures, of relevance to this contract. Alternatively, the requirement can be documented fulfilled by fulfilling the documentation requirements as stated in field D and "Certificates issued by independent bodies for environmental management standards".

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.
