Bergen Vann shall enter into a framework agreement for crane control services in Bergen and Bjørnafjorden municipality. See "Annex 1 - Equipment List". The annex's Content and locations can be changed as needed during the contract period. The procurement includes the following: Services: Inspection of lifting equipment and fall protection equipment The supplier shall prepare a detailed report after each inspection, which includes: description of the completed inspections and tests- results and findings from the checks. Equipment that is delivered to a supplier for inspections:- loose parts attached to submerged pumps (chains and slings) in the sewage pump stations at section Sewage transport equipment in work vehicles, such as hoists and fall protection equipment (e.g. seals and tripods). Tenderers shall notify the contracting authority ́s professional manager if the equipment is incomplete. Assembly and accompanying servicesIn connection with the procurement of new equipment, it may be necessary to order assembly, replacement of existing components, function testing and any initial certification thereof. Deviation: If deviations are discovered, this shall be improved without unnecessary delay. For deviations of greater economic importance, the improvement must first be approved by the contracting authority's gender neutral preferred. Procurements: EL hoists, hoists with track cats, turntable cranes, lifting beams, fall protection equipment, repurchase of equipment/equivalent equipment mentioned in "Annex 1 - Equipment List" and what is included in the mark-up (see annex 4). Hire: There may be a need for use of lifts for some large installations and stations. Tenderers shall, therefore, either have a separate lift or ensure the hire of the necessary equipment. Other informationWe note that some locations have sand sacks, large sacks or weights available. The operational system the Contracting Authority ́s MOM system is used for keeping an overview of inspection points in Bergen municipality. This requires separate logons to the users of the mentioned operating system. Tenderers must have available tablets/PCs or mobiles in order to get access to this platform. HSE Warning for danger: When detecting danger connected to the use of lifting equipment, the manager of the water and sewage installation shall be notified immediately, both by telephone and by email. If the manager cannot be reached by telephone, the deputy shall be contacted without delay. Use of personal gas meters: When staying at water and sewage installations, tenderers shall always use their own personal gas meters that as a minimum detect the following gases: H₂S (hydrogen sulphide), O₂ (oxygen), CO (carbon monoxide) and LEL (Lower Explosive Limit) for CH₄ (methane). Tenderers shall, when needed, prepare a Secure Job Analysis (SJA) in cooperation with the contracting authority ́s representatives on site, as well as other involved parties. - Immediately inform the contracting authority ́s gender neutral preferred about any personal injury and near-accidents.- Have the role of the main company and thereby be responsible for coordination of HSE work at work. Vaccines: Tenderers who shall work with sewage water are vaccinated against: Tetanus, Polio and Hepatitis A and B Supplier audits the Contracting Authority reserves the right to carry out supplier audits during the agreement period. The exclusiveity agreement is not exclusive. The contracting authority reserves the right to procure equivalent goods or services from other suppliers if needed.

Tenderers are registered in a company register or a trade register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex.
Minimum qualification requirements
Tenderers shall be a legally registered company.
Documentation: Documentation: Documentation must not be enclosed for tenderers registered in the Norwegian Register of Units. The contracting authority will check the registration by using the organisation number stated in the tenderer ́s Mercell profile.
Tenderers who are not registered in the above register must present a certificate or confirmation (equivalent company registration certificate) for registration in a trade or business register as prescribed by the law of the country where the tenderer is established. Such a certificate shall not be issued more than six months before the tender deadline.

Minimum qualification requirements
The tenderer has sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract ́s value, benefits, risk and duration. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled. Documentation requirement: The contracting authority will check a credit rating carried out by the credit company Creditsafe. Tenderers do not need to enclose their credit rating. Newly established tenderers can submit a bank statement as proof of credit worthiness. Foreign companies: The contracting authority will check the tenderer ́s financial situation from Creditsafe (https://www.creditsafe.com). If the tenderer is not registered in Creditsafe ́s registers, the company ́s last two auditor approved annual accounts shall be submitted upon request. If information in the above sources is not correct or supplementary information is needed to highlight the company's economic and financial situation, this can be provided.

The tenderer shall ensure that personnel who carry out expert inspections of lifting equipment and fall protection equipment:
1. Have valid certification in accordance with the current regulations and standards.
2. Minimum 3 years documented experience with expert inspections of equivalent equipment.
3. Have relevant vocational education or courses within safe use and control of lifting and fall protection equipment.
4. At least three qualified persons shall be available to follow up on the contract.

Minimum qualification requirements
The contracting authority requires that all tenderers have implemented a quality management system that is satisfactory to ensure the quality of execution in this contract.
Documentation requirement: Description of the company ́s implemented quality management system. A certificate shall be submitted for the company's quality management system issued by independent bodies that confirm that the company fulfils certain quality management standards, for example ISO 9001.
If the company does not have such certificate, other documentation of the company's quality management system shall be provided. In such cases as a minimum the following shall be provided:
+ the name of the system and detailed table of contents
+ general description of the contents of the system, including an overview of control plans and check-lists that are relevant for this contract.
+ an organisation chart showing the responsibilities in the quality management system.
+ a description of routines for internal control and deviation management (work with corrective and preventive measures).
+ a description of how the system will be used in order to ensure the quality of this contract.
All received or obtained documentation will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Minimum qualification requirements
The contracting authority requires that all tenderers have implemented procedures and systems, certified by independent third parties, that ensure that the execution of this contract has a low impact on the environment.
Documentation requirement:
Certificate issued by an independent body approved for certification. The certificate must confirm that the tenderer's environmental management system complies with requirements in a relevant standard. Documentation is required that the tenderer either has an Eco-lighthouse certificate, is EMAS certified, is certified in accordance with ISO 14001, or have a valid certificate from other relevant environmental management schemes or standards.
If a tenderer does not have such a certificate, the tenderer must provide other documentation for environmental management measures that are equivalent to a relevant environmental management scheme or standard. Tenderers must also document that the measures are equivalent to those required in accordance with such an environmental management scheme or standard.
Tenderers who are qualified on the basis of other documentation for environmental management measures than the third-party certification that is awarded the contract, will be obliged to carry out third-party certification of their environmental management system. This is further described in the contractual requirements that are included in the annex for changes to the standard contract.

Appeals deadline:
Any appeals to the award decision must be lodged in writing to the contracting authority within 10 days of the notification of award being sent to the tenderers.
If the deadline expires on a Saturday, Sunday or public holiday, it will run until the next business day.
The complaint will be sent to the contracting authority, see the gender neutral preferred in the notice.
If the complaint does not present, the case can be brought before Hordaland District Court
The contracting authority will not be a contract until the appeals deadline has expired.
The appeals deadline shall ensure that tenderers are given a reasonable time to ask for justification, review the decision basis and possibly promote requirements for correction or legal trial before the contract is signed.
