In this procurement we have concluded that the Public Procurement Regulations § 7-9 fourth section will apply:
"Award criteria in accordance with the second and third paragraphs can be replaced with climate and environmental requirements in the requirement specification, if it is clear that this gives a better climate and environmental effect and this is justified in the procurement documents"
The climate and environmental impact in this procurement is of a limited character, as the service that shall be procured consists of annual inspections and service of existing lifting equipment.
This means that there will not be a need for large new procurements of equipment, and thus the need for production and transport of new equipment is reduced, which usually results in higher CO2 emissions. Furthermore, the aim of the service is to maintain and extend the lifetime of already existing equipment, which contributes to reducing waste and the need for replacement. The total environmental impact is therefore seen as low in connection with this procurement.
However, the service will give climate and environmental impact when travelling to the different locations where annual inspections and service are to be carried out. There are, therefore, requirements regarding the use of electric vehicles in connection with driving to the locations, as well as requirements for environmental management as qualification requirements. When carrying out the service it can lead to some hazardous waste, there are, therefore, requirements for handling hazardous waste if this occurs.
Several other measures have been assessed, for example, optimisation of transport and execution of inspections in order to avoid unnecessary emissions during transport. However Tromsø municipality, the orderer, will be responsible for this.
