A tender contest for vehicle administration systems.

Stavanger kommune

The contracting authority shall procure a system for vehicle administration that shall be used for all of the municipality ́s vehicles, both owned and leased, and shall be independent of the vehicle supplier at all times. The system shall also include tracking devices in all vehicles, an electronic logbook, information on the degree of use of the vehicles, as well as options for car sharing and route planning. The system shall have the possibility to include management of e-cycles, hangers and other equipment. In addition parts of the system shall be able to be used for hired contractors who carry out winter maintenance for Stavanger municipality. The system must be user friendly, intuitive and require minimal training in order to be used efficiently and seamlessly across functions and modules.

The contracting authority intends to have a good overview, administration, operation and effective use of the municipality ́s vehicles. The first step is to get better and more efficient inspections and administration of the vehicles, as well as an electronic vehicle log and information on the degree of use of the vehicles. The next step is to make use of vehicles more efficient and reduce the number of vehicles by 10%. The needs that shall be covered by the system for vehicle administration are management of the Customer ́s vehicle, vehicle log in order to fulfil the Norwegian Tax Administration ́s requirements for documentation of driving, data basis on degree of use, handling opening and locking vehicles, sharing vehicles and equipment, as well as planning routes and distribution of assignments.

Documentation: As documentation, the Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian (the contracting authority subscribes to services from Experian). Tenderers must be in risk class 5 or higher on the Experian scale. It is a prerequisite that the tenderer has known registered information about the company and consents by submitting the tender for the information to be collected and used as a basis for assessing the tenderer's financial conditions. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirement Requirement: Experience is required from at least 3 equivalent assignments. Equivalent means the same nature (in regard to system and functionality) and scope. Documentation of excellent implementation ability is required. Documentation proof: Tenderers must upon request, present a list of the most important deliveries or services performed in the last three years, which shall as a minimum contain: - Short description of the assignment - Size or value of the deliveries - Date (contract period) - Name of the customers and a short description of them.
